Special Notice with redacted J&A Letterkenny Army Depot (LEAD) intends to award a sole source, Firm-Fixed-Price contract with Harris Corporation, 221 Jefferson Ridge Parkway Lynchburg, VA 24501, CAGE Code 1PNR4. The purpose of this acquisition is to procure Annual Renewal of Software FX/SUMS (Security Update Management Subscription) and Annual Renewal of Priority Technical Assistance (TAC) for the existing, active Harris licensed Land Mobile Radio software. The statutory authority permitting this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, and pursuant to FAR 13-106-1(b) for purchases not exceeding the simplified acquisition threshold. The Government does not possess the technical data package (TDP) and is not technically authorized to approve sources. This notice is not a request for competitive proposals or quotations. Interested concerns must show clear and convincing evidence that they are eligible and capable of providing these services. All responsible sources may submit a capability statement, proposal, or quote to the contract specialist before the notice end date. If no affirmative written responses are received by 04:00 PM Eastern Daylight Time on 25 March 2019, an award will be made without further notice. A request for documentation will not be considered an affirmative response. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. It is noted that offerors must be registered in the System for Award Management (SAM) database to receive a Government contract award.
