Award will be made based upon the best value to the Government. If award is made to an existing established BPA vendor, a BPA Call/Order will be procured in accordance with the establish BPA guidelines. If award is made to a vendor outside of the BPA vendor, a Purchase Order (PO) will be procured in accordance with Subpart 13.302.
