NOTICE OF INTENT TO AWARD SOLE SOURCE: Letterkenny Army Depot intends to issue a sole source, Firm-Fixed-Price contract for the quantity of 1 (one) Each of a Mobile Containerized Dynamometer Cell System to Power Test Inc., N60W22700 Silver Spring Drive, Sussex, Wisconsin 53089-3966, CAGE code 9W788. A specific purchase description will be provided with the solicitation. The system to be purchased will include 1) one Containerized 200KW Eddy Current Dynamometer Cell, 2) one Containerized 80KW Eddy Current Dynamometer Cell, and 3) one Containerized Dynamometer Cooling Tower. The resulting contract will be a one time procurement. This will be Freight On Board (FOB) destination contract with delivery to the Letterkenny Army Depot, Chambersburg, Pennsylvania 17201-4150. The 2017 North American Industrial Classification System (NAICS) code is 334519 - Other Measuring and Controlling Device Manufacturing. The size standard is 500 employees. The product code is 6695 - Combination And Miscellaneous Instruments. The statutory authority permitting this non-competitive acquisition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements, and pursuant to FAR 13.106-1(b)(2)for purchases exceeding the simplified acquisition threshold. This requirement will be negotiated on a sole source basis. Solicitation number W911N2-22-R-0013 will be released on or about 21 January 2022, with a closing date on or about 04 February 2022. The annotated closing date for the solicitation is an estimated date and may be adjusted dependent upon the release of the solicitation.
