It is not an RFQ. Anniston Army Depot intends to solicit a firm fixed price, base plus 4 option year contract for the preventative maintenance, modernization, and emergency repair of government owned AVL equipment located on the Anniston Army Depot at 7 Frankford Avenue, Anniston, AL. This acquisition is sole sourced to AVL Test Systems Inc., 47603 Halyard Dr, Plymouth, MI 48170. AVL is the Original Equipment Manufacturer (OEM) of the government owned AVL engine test cells. AVL retains proprietary rights to all technical, design, and software data required to perform the necessary repairs, alignments, and software updates. Any organization which believes itself to be in possession of these capabilities can provide written evidence including written permission from AVL to complete the required services. North American Industry Classification System Code is 811310 and the associated size standard is $12,500,000.00. A solicitation will be issued electronically in accordance with FAR 4.502, and 5.102(a); therefore, hardcopies will not be provided. The estimated issue date is 3 June 2024. Proposals must be submitted electronically as stated in the solicitation. Vendors may download an electronic copy of the solicitation on or after the issue date at https://sam.gov. Hard copies will not be provided. Because the solicitation and any amendments will be issued electronically, the Government is under no obligation to maintain a bidder’s mailing list. It is incumbent upon any interested parties to periodically access the above internet address to obtain any amendments which may be issued. Failure to respond in accordance with the amendments prior to the date and time set for receipt of proposals may render an offeror’s proposal non-responsive and may result in rejection of the proposal.
