Market Intelligence for EIE483 and EIE484
The U.S. Army Corps of Engineers, Alaska District, is seeking market intelligence for two military construction projects at Eielson Air Force Base, Alaska: a Joint Mobility Center Expansion and a 225-Bed Permanent Party Dormitory. The Joint Mobility Center Expansion would design/construct a Deployment Processing Facility supporting the 354th Logistics Readiness Squadron, while the dormitory would construct a 3-story, 225-unit permanent party facility with supporting utilities, parking, and sitework. Estimated acquisition magnitudes are approximately $249.2 million for the Joint Mobility Center Expansion and $305 million for the dormitory. Current schedules show design starting in FY27, construction starting in FY29 for the Joint Mobility Center and FY28 for the dormitory, with a period of performance from FY27 through FY31 for both. The Government anticipates using an Other Transaction Agreement for each project, potentially with Progressive Design-Build or Construction Manager at Risk and a two-phase design/pre-construction then final design/construction approach, and this RFI is for market intelligence only.
