This pre-solicitation is for a 100% Small Business Set-Aside RFP to construct a fully configured 8,202-square-foot Combat Rescue Helicopter Operational Flight Trainer facility for the HH-60W simulator, including briefing/debriefing, mission planning, offices, support rooms, toilet facilities, an overhead door and crane, collateral secret open storage, and associated site/utility work. The estimated project magnitude is between $17,000,000 and $22,000,000. Award will use best-value tradeoff source selection procedures considering past performance, technical approach, project execution concept/schedule, and price. Performance is expected to last approximately 730 calendar days with an anticipated notice to proceed on March 1, 2027, and Davis-Bacon Act requirements will apply. Offerors must be registered in SAM, and joint ventures must be registered as such to be eligible for award.
