ACC002 Utilities and Infrastructure
The US Army Corps of Engineers Alaska District requires preconstruction and construction services for the Utilities and Infrastructure Fighter Town Recapitalization at Joint Base Elmendorf-Richardson (JBER), Alaska. This Phase I project prepares a 500-plus-acre site and establishes critical civil utility and airfield infrastructure, with work highly sequenced due to complex topography and concurrent MILCON schedules. The contract will use an Other Transaction (OT) agreement under 10 USC 2808a, focused on testing new construction technologies for benefits like resilience and cost/schedule reduction. The delivery method is Construction Manager at Risk (CMAR), with Phase 1 covering preconstruction services and Phase 2 involving a Guaranteed Maximum Price (GMP) proposal for construction execution. If no GMP is agreed, the government retains an off-ramp to complete construction via alternative methods.
