Total Small Business Set-Aside (FAR 19.5)

This is a pre-solicitation for a two-phase, small business set-aside design-build project to construct a new approximately 59,815 SF Air National Guard supply warehouse on the Elmendorf side of Joint Base Elmendorf-Richardson in Alaska. The contract has a cost limitation of approximately $40,000,000 and will be firm-fixed-price. The anticipated period of performance is 1095 calendar days, with a Notice to Proceed around 30 September 2026. A Project Labor Agreement is required with proposal submission, and the Davis-Bacon Act will apply. The award will be based on a best-value tradeoff considering price and non-price factors.
