PROJECT TITLE: FTW501 UNACCOMPANIED ENLISTED PERSONNEL HOUSING, FORT WAINWRIGHT, ALASKA CONTRACT INFORMATION: This is a pre-solicitation notice for a two-phase, full and open Request for Proposal (RFP) for Design Build construction of a barracks to accommodate 320 Soldiers at Fort Wainwright, Alaska. The estimated dollar magnitude is anticipated to be between $150,000,000 and $250,000,000. The estimated completion date will be 880 calendar days from notice to proceed. This project is scheduled to be incrementally funded between FY26 and FY27. The resulting contract will be firm-fixed priced. The procurement will be conducted using two-phase source selection procedures and the award will be based on best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation. There is no stipend authorized for this procurement. Offerors are advised that a contract resulting from this solicitation is subject to availability of funds. Should Congress not appropriate the funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All Offerors are advised that this project may be canceled or revised at any time during solicitation, selection, evaluation, negotiation and up to final award. All Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov). Joint ventures must be registered in SAM as the joint venture. An Offeror is required to be registered in SAM when submitting an offer, and shall continue to be registered until time of award. Offerors who are not registered in SAM should consider applying for registration immediately upon receipt of this solicitation. Lack of registration in the SAM database will make an Offeror ineligible for award. The Small Business size standard is $45,000,000 (1) PROJECT INFORMATION: USACE - Alaska District has a requirement to construct an unaccompanied enlisted personnel housing, located at Fort Wainwright, Alaska. This is a firm-fixed price design build, Military Construction (MILCON) project. The project is for the construction of a barracks to accommodate 320 soldiers at Fort Wainwright, Alaska. The primary facilities include living and sleeping quarters, bathroom, storage, laundry rooms, service areas, a day room on each Floor, two elevators, building information systems, overhead protection/canopy, anti-terrorism measures, fire protection and alarm systems, mass notification systems, intrusion detection system installation, and energy monitoring control systems connection. (2) SELECTION CRITERIA: Evaluation criteria to be listed in the solicitation are anticipated to be: For Phase 1: Factor 1 - Past Performance Factor 2 - Organization and Management Factor 3 - Technical Approach For Phase 2: Factor 1 - Building Function and Aesthetics Factor 2 – Quality Of Building Systems and Materials Factor 3 - Site Design Factor 4 –Proposed Contract Duration and Summary Schedule Factor 5 – Extent Of Participation Of Small Businesses Factor 6 – Price The Government will evaluate qualifications in accordance with the criteria described in the RFP and will award a single firm fixed-price contract to that responsible Phase 2 Offeror whose proposal the Source Selection Authority determines conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering the non-price factors described in the RFP, and price. However, a Contract award may not be possible if proposed price exceeds the cost limitation described in Section 00 21 00 for this project.
