This is a presolicitation notice only for 2026 - 2028 Homer Harbor & Ninilchik Harbor Maintenance Dredging. Offer or bids will not be accepted for this notice. This solicitation will be an Unrestricted Procurement. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and the anticipated download availability date for this solicitation will be on or after 15 December 2025. Access to the documents will be through a link on the SAM.gov website: http://www.SAM.gov/. Use the Search function and use this solicitation number to Search by Solicitation/Award Number. Any future amendments to the solicitation will also be available for download from the SAM.gov website. The Contractor shall comply with commercial and industry standards as well as all applicable Federal, State, and local laws, regulations, and procedures. The Construction Wage Rates (formerly Davis-Bacon Act) will apply. The North American Industrial Classification System (NAICS) code will be 237990 - Other Heavy and Civil Engineering Construction, which has a size standard of $37 Million. The total estimated magnitude of construction for base and option items is between $1,000,000 and $5,000,000. The type of contract shall be firm-fixed price. The estimated award date of this contract is February 2026. This project is contingent on availability of funds. If the project is cancelled, all bid preparation costs will be borne by the offeror. All offerors are advised that they must be registered in SAM.gov (http://www.SAM.gov/) in order to receive an award. Joint ventures must also be registered in SAM.gov as a joint venture. Offerors are advised to begin this process when they prepare their bids in order to ensure registration is in place should they be selected for award. Description of work: Perform maintenance dredging, placement of dredged materials using the designated placement sites, and pre- and post-dredge surveys at Homer Harbor and the U.S. Coast Guard Berth in Homer, Alaska as well as Ninilchik Harbor in Ninilchik, Alaska for the base and options (if awarded). The contractor is to furnish all labor, equipment, supplies, materials, supervision, and other items and services necessary to accomplish the work. The contractor shall comply with commercial and industry standards as well as all applicable federal, state, and local laws, regulations, and procedures. The type of contract shall be firm-fixed price. Construction wage rates (formerly Davis-Bacon Act wage rates) shall apply.
