This is a pre-solicitation notice for a Design Build, 8(a) Competitive Small Business Set Aside Request for Proposal (RFP) for roof replacements and related roof repairs on Buildings B754 (Hangar 7), B3045 (Warehouse), and B597 (Gymnasium) at Eareckson Air Station, Alaska (EAR081). These roof replacement and repairs are for a critical need due to current leakage and improper drainage on these buildings. The roof replacements and repairs will provide a complete and usable system intended to withstand the environmental conditions on Eareckson Air Station. Work is limited to the roof and any incidental work required to ensure roof adherence to the substructure and proper roof drainage. Work will also include incidental mechanical/electrical work to facilitate roof drainage and removal or re-installation of any existing roof top appliance, grounding, and/or lightning protection system. The estimated dollar magnitude of this project is anticipated between $10,000,000 and $15,000,000. The performance period will be approximately 730 calendar days (2 years). The procurement will be conducted using source selection procedures and the award will be based on best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation.
