Presolicitation Notice TITLE: Alaska Army National Guard (AKARNG) Aircraft Maintenance Hangar, Fort Richardson, ALASKA (JBR050) Identify set aside type PSC Code: Y1EB – Construction of Maintenance Building NAICS Code: 236220 – Commerical and Institutional Building Construction Solicitation Number: W911KB25R0011 Description: This is a pre-solicitation notice for a full and open Request for Proposal (RFP) to construct a 52,047 SF Aircraft Maintenance Hangar and Aviation Operations Facility that provides consolidated multipurpose space for maintenance, repair, and major overhaul of miltary aircraft and may include maintenance bays, tech supply, production control, and quality control areas directly related to the maintenance and supervision of aircraft, component and assembly rebuilding, and quality control of aviation maintenance for AKARNG. The underlying land of the planed location is Department of Defense-owned and licensed to the State if Alaska for ARNG use. The USPFO for Alaska holds accountabilityThe estimated dollar magnitude of this project is anticipated between $65,000,000 and $75,000,000. The performance period will be approximately 1095 calendar days. The procurement will be conducted using source selection procedures and the award will be based on best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation. All Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/SAM/). Joint ventures must be registered in SAM as the joint venture. Offerors are advised to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. This is a Request for Proposal (RFP) an IDIQ SATOC to provide HEMP Enclosure Maintenance, Surveillance and Sustainment services to the Long Range Discrimination Radar (LRDR) Campus at Clear Space Force Station (CSFS), Alaska. The LRDR Campus includes the Mission Control Facility (MCF), LRDR Power Plant (LPP), and the LRDR Equipment Shelter (LES). This work effort will require organizational briefing and review meetings; review and update of the HM/HS Program plan; and quarterly HM/HS implementation and reporting for the hardness critical items (HCI) and hardness critical assemblies (HCA) of the LRDR Campus. Additional efforts will include HEMP shield RF/EMI deficiency investigation, repair and re-testing; HEMP shield corrosion treatment; design and construction of Special Protected Volume(s); and sparing analysis/parts procurement. The Contractor Company must have a Facility Clearance (FCL) at the appropriate level (IAW the NISPOM DOD 5220.22-M and AR 380-49) prior to performing any classified work under this contract.
