Description: THIS IS A PRESOLICITATION NOTICE ONLY FOR 2021-2023 MAINTENANCE DREDGING AT PORT OF ANCHORAGE, ALASKA. OFFEROR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. This solicitation will be a Full and Open procurement. Any resulting contract will be firmfixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download on or about 27 October 2020. Access to the documents will be through a link on the BetaSAM website: http://www.beta.Sam.gov. Use the Advance Search function and use this solicitation number to Search by Solicitation/Award Number. Any future amendments to the solicitation will also be available for download from the BetaSAM website. This project is contingent on availability of funds. If the project is cancelled, all bid/proposal preparation costs will be borne by the offerer. All offerers are advised that they must be registered in SAM(https://www.sam.gov/) in order to receive an award. Joint ventures must also be registered in SAM as a joint venture. We advise offerers to begin this process when they prepare their bid/proposal in order to ensure registration is in place should they be selected for award. DESCRIPTION OF WORK: Perform surveying, dredging and disposal of approximately 1,100,000 cubic yards of fine-grained shoaled material annually for three (3) years at the Anchorage Harbor with an option to annually dredge 350,000 cubic yards of sandy material with some cobbles in Cook Inlet Navigation Channel. The dredging must be accomplished in a manner that keeps the Port of Alaska dock face accessible for shipping traffic at all times and allows access to a new petroleum and cement terminal to be constructed at the south end of the Port in 2020. The Cook Inlet Navigation Channel, which is the marked entrance through Knik Arm Shoal to Anchorage Harbor, may also require periodic maintenance dredging. The Contractor is to furnish all labor, equipment, supplies, materials, supervision and other items and services necessary to accomplish the work. All maintenance dredging in Anchorage Harbor and Cook Inlet Navigation Channel shall be performed using hopper or mechanical dredges only. Cutterhead, suction and pipeline dredges are not permissible. The Contractor shall comply with commercial and industry standards as well as all applicable Federal, State, and local laws, regulations, and procedures. The type of contract shall be firm-fixed price. The total estimated magnitude of construction for base and option items is between $25,000,000 and $50,000,000. The North American Industrial Classification System (NAICS) code will be 237990, which has a size standard of $30 million. A fuel price adjustment provision for the dredging plant shall be included. Construction wage rates (formerly Davis Bacon Act wage rates) shall apply. The estimated award date of this contract is 14 January 2021. Options for 2022 and 2023 maintenance dredging and early season dredging each year, will be in the solicitation. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price shall be applicable. Therefore, the successful firm shall have the capability to acquire such bonding.
