GENERAL INFORMATION: Project: POH004 Rotary Wing Parking Apron, Wheeler Army Airfield, Hawaii Notice Type: Pre-Solicitation Notice Solicitation Number: W911KB20R0008 Posted Date: 9 January 2020 Original Response Date: 27 February 2020 Classification Code: Y - Construction Set Aside: No Set-Aside, Unrestricted, Full and Open Competition NAICS Code: 237310 Size Standard: $39.5M CONTRACT INFORMATION: This is a pre-solicitation notice for a Request for Proposal (RFP) to construct a Rotary Wing Aircraft Parking Apron (POH004) located on Wheeler Army Airfield, Schofield Barracks, Hawaii. This acquisition is advertised as an unrestricted, full and open competition. A solicitation is expected to be issued on or about 27 January 2020 with proposals due on or about 27 February 2020. This is a fully designed, single phase “Best Value” trade-off process solicitation, unrestricted, full and open competition for the construction of a rotary wing parking apron, Wheeler Army Airfield, Hawaii. The Government will evaluate the proposals in accordance with the criteria and award a firm fixed price contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government utilizing the trade-off selection process described in FAR 15.101-1. Any resulting contract will be firm fixed price. The anticipated Notice to Proceed date will be 4 May 2020 with an anticipated completion date of 365 days after the awardee receives the Notice to Proceed. Offerors are advised that a contract resulting from this solicitation is subject to the availability of funds and may be cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. Should Congress not appropriate funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All contractors are advised that they must be registered in the beta.SAM.gov website (https://beta.sam.gov/). Joint ventures must also be registered in beta.SAM.gov as a joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the beta.SAM.gov database will make an offeror ineligible for award. PROJECT INFORMATION The project will consist of a rotary wing aircraft parking apron, fixed wing parallel taxiway, perpendicular taxiway, helipads and reduce the width of the existing runway at wheeler army airfield to support 2-6 cavalry squadron, 2-25 aviation battalion and 209th aviation support battalion. The project should be compatible with applicable DoD, Army, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. Pavements will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC 1-200-01 and UFC 1-200-02). This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010=01. The construction cost magnitude is between $40,000,000 and $50,000,000. SELECTION CRITERIA: This acquisition will evaluate offerors considering the following factors: Specialized Experience, Proposed Contract Duration and Summary Schedule, Past Performance (Confidence Assessment), Key Subcontractors, and Small Business Participation Plan. The overall evaluation of the non-price factors is considered significantly more important than price. General Description of Work: Construct a Rotary Wing Parking Apron, concrete taxiways with helipads, concrete aircraft turnaround area and reduce the width of the existing Runway 06-24 at Wheeler Army Airfield, Hawaii. Supporting facilities include site development, utilities, storm drainage, and site improvements. The runway width reduction requires the installation of runway lights and markings at the proper width. It also requires adjustments to the marking and lights at runway-taxiway connections.
