This is a sources sought synopsis only seeking information of potential small business and large business firms that have an interest in submitting a proposal as a prime contractor for this work. Information received in relation to this notice will be used to assist the government in developing overall acquisition strategy to include type and number of contracts and contract amount. The government is currently contemplating the single award of a firm-fixed price contract for the below-referenced services. Description: The Missile Defense Agency (MDA) and the United States Army Corps of Engineers (USACE) are building a new missile field which has required an additional gates to be opened in order to streamline access to the construction site. Having these gates open requires Access Control Attendants responsible for each one, as well as supervision of the ACA’s. The purpose of this contract is to provide Access Control Attendants at gates 10, 25, 32, 33, and MF-4. The contractor must be a professional, licensed and bonded security firm. Access control attendant supervision must be provided by the contractor. Access control attendants will not be armed and qualifications and specific tasks are outlined below. All contractor access control personnel shall be U.S. citizens. All contractor access control personnel shall be U.S. citizens, but do not require a Secret Clearance. ACA contractor personnel must be eligible for unaccompanied Post Access. Personnel shall present a neat appearance and be easily recognized as contractor employees by wearing contractor-provided uniform collared shirts. Safety toed footwear is required for all personnel. Personnel shall display the security badge at all times. Personnel operating personal/company motor vehicles in support of official duties shall have appropriate valid state operator's licenses for the category of vehicle being operated and shall comply with all State and Local traffic laws regarding motor vehicle use at all times. Contractor shall provide blanket liability insurance coverage for all drivers in any assigned vehicle. Applicants tentatively selected for this position may be required to submit to a urinalysis to screen for illegal drug use prior to appointment as a condition of employment. This position is also subject to random post-employment drug testing. The contractor will be required to provide a reasonable amount of ACA’s to control FGA Post (Gate 25/33). This requires a minimum of one ACA at Gate 33 continuously during all hours of operation. It is anticipated that there will not be continuous traffic through this gate throughout the day and as such during restroom breaks the ACA can lock gate 33 while the gate is unattended. It is anticipated that a single ACA can meet the requirements. It is understood that there may be a reasonable amount of overlap during a shift change to hand-off responsibilities and accommodate for a lunch break. The contractor will provide ACA’s with communication capabilities (Cell Phone/charger) for alerting and reporting to the FGA Central Dispatch, 49th MDBN Security Control Center (SCC) and Alaska Operation Support Center (AOSC). Additionally the contractor will provide fraud detection black lights to be used at the gate. ACA’s will be trained on basic alerting and reporting procedures for reporting. The ACA will use the provided Entry Authorization List (EAL) for post access. At the end of the day gate 25/33 will be secured/ locked whenever construction activities end. Upon completion, the ACA will notify FGA Central Dispatch, SCC and AOSC that the gates are secured for the day. Daily operations include: Hours of Operation: 6 (six) days per week, 12 hours per day. There will likely be exceptions requiring up to 24 hours 7 days a week, but these will be handled via contract modification. Gate 10: This gate will be the primary route to construction site. The gate, located at the intersection of Fire Break Road and Landfill Road will be secured/locked whenever construction activities have stopped for the day and is unoccupied. Gate 32: This gate will be used to access the South Gravel pit. The ACA shall be responsible for opening Gate 32, but only when access to the south pit is necessary. Before unlocking Gate 32 the ACA should notify AOSC and FGA Central Dispatch about the gate opening and the expected time it is to be open. Gate 25: This gate is a drop arm gate which will be unlocked and unmanned. Gate 33: This gate will be the primary post access point for all MF4 construction activity. Individuals requesting access through gate 33 must be confirmed via the MF4 access roster prior to being granted access through gate 33. Procedures for access control attendant are: To open the gate at the beginning of the day, conduct the following actions: Call FGA Central Dispatch 873-3288, Alaska Operations Center (AOSC) 873-3821/3343, and SCC for LAC/RA Access; 873-2017/2011. Unlock and open MF-4 gate. Unlock and open Gate 10, 25, 33 and 32, in an order or with sufficient personnel that Gate 33 is never unlocked and unattended. Assume duty at Gate 33 Attendant Shack. Conduct initial communications check (Cell Phone) with Central Dispatch, AOSC and SCC upon assuming shift, then again mid-morning and mid-afternoon using the Call-sign: “MF4 Attendant”. c. Control Post access from the provided gate shack(s) using the approved EAL. Use the approved EAL to verify entry of ALL personnel. Updates to the EAL will be provided as required. The EAL will identify who is authorized to allow access, if an individual is not on the EAL but requires access and has a garrison pass, the ACA will call one of those individuals listed. Only authorized verbal changes will be made on the EAL. ACA will annotate name, and date of change. If a deletion is requested, ACA will draw a single line through the name. Updated EAL will be provided, as needed. If an individual(s) arrive at the gate and are on the EAL but do not have a garrison pass, the ACA will inform the individual(s) to return to the Garrison Main gate for a pass. ACA will verify personnel by visibly examining the access media by visually matching ID photograph with the face of the person presenting the identification. ACA will verify the authenticity of the ID by visually checking anti-counterfeit and or/fraud protection measures embedded in the credential. ACA will immediately report all suspicious activity to central dispatch and provide clear, concise information. Photography and videotaping of the gate area is not authorized. Monitor the area and report any and/or all suspicious activity to Central Dispatch using the provided communication device, i.e. cell phone. Upon notification of closure for the day, conduct the following end of day actions: Conduct a sweep of the MF-4 construction limits and the Integrated Project Office to ensure all personnel have departed for the day. Close and Lock MF-4 Gate. Secure Gates 10, 25, 33, 32A and the Attendant Shack in an order or with sufficient personnel that Gate 33 is never unlocked and unattended. Call Central Dispatch 873-3288, AOSC 873-3343, and SCC 873-2011/2017 to inform CFZ closure and clear of the LAC/RA for the day. Schedule Key contractual milestone dates are listed below; Provide Access Control Attendants January 2, 2020 The NAICS Code for this effort is 561612 (Security Guards and Patrol Services). As stated above, the Government will use the information provided by interested offerors to determine our overall acquisition strategy. In response to this notice interested offerors should submit a capability statement (5 pages or less) in written format. The preferred method of response is via email to all Points of Contact (POC’s) listed in this notice. Please insure your capability statement includes the following: (1) Summarize how your company is uniquely capable and qualified to provide the access control attendants and perform the required tasks outlined above (2) Summarize projects completed similar to the projects outlined above. The list of relevant projects shall include the total cost and duration of the projects; (3) Business status; (4) Capability and experience in doing work for Federal or State Government; and (5) Overall rationale why your company would be the most highly qualified contractor to perform the subject services. Capability Statements shall be submitted as soon as possible, but no later than the date and time listed in this notice. At a later time the government will issue a draft solicitation for industry comment. Questions shall be directed to Points of Contact listed in this notice.
