Mission and Installation Contracting Command (MICC) Fort Hood is issuing a SOLICITATION for an Invitation for Bids (IFB) firm fixed price construction contract to replace insulation in Building 32029, Fort Hood, Texas. This acquisition is 100% Service Disable Veteran Owned Small Business (SDVOSB) set aside under NAICS 238990 (Size Standard $16.5 Million). The magnitude of the procurement is estimated to be between $25,000.00 and $100,000.00. The purpose of this project is to make minor facility repairs and remove old failing metal roof underside insulation and replace with new spray foam insulation in building 32029, Fort Hood Texas. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX20200230 01/03/2020 TX230 Superseded General Decision Number: TX20190230; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement on July 27, 2019 at 10:00 A.M. CDT. Details of that site visit will be available in the solicitation. Bid opening will be conducted on August 19, 2020 at 11:00 A.M. CDT please refer to the solicitation for additional details. Contract performance period will be 90 days after notice to proceed is issued. The technical exhibits will be available for inspection without charge thru the beta.SAM at https://beta.sam.gov/. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://www.sam.gov to receive a government contract award.
