Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE?SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to construct a new facility to support future Rapid Refuel Point at North Fort Hood, Texas. This includes but is not limited to structural, architecture, mechanical, plumbing, electrical, HVAC, fire alarm/mass notification systems. Also included is miscellaneous site work to support the facility and meet code requirements. This acquisition is 100% Total Small Business set aside concern under NAICS 236220 (Size Standard $39.5 Million). The magnitude of the procurement is estimated to be between $1,000,000.00 and $5,000,000.00. The purpose of this project is to construct a new facility to support future Rapid Refuel Point at North Fort Hood, Texas which includes, but is not limited to structural, architecture, mechanical, plumbing, electrical, HVAC, fire alarm/mass notification systems. Also included is miscellaneous site work to support the facility and meet code requirements. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX20200230 01/03/2020 TX230 Superseded General Decision Number: TX20190230; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement to be determined (TBD). Details of that site visit will be available in the solicitation. The tentative dates for issuing, the solicitation is 21 August 2020, bid opening 21 September 2020 and completing contract performance 395 days after notice to proceed under solicitation number W91151?20-B-0016. The technical exhibits will be available for inspection without charge thru the beta.SAM at https://beta.sam.gov/. No paper copies of this solicitation are available.
