Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE?SOLICITATION NOTICE for an Electronic Invitation for Bids (IFB) firm fixed price construction contract to resolve drainage issues at Shorthorn Airfield, North Fort Hood, Texas, to repair drainage. This acquisition is a Small Business set aside under NAICS 237990 (Size Standard $36.5 Million). The magnitude of the procurement is estimated to be between $1,000,000.00 and $5,000,000.00. The purpose of this project is to resolve drainage issues. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at North Fort Hood, TX. The Wage Determination: General Decision Number: TX20200034 01/03/2020 TX230 Superseded General Decision Number: TX20190034; State: Texas; Construction Type: Heavy; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement to be determined (TBD). Details of that site visit will be available in the solicitation. The tentative dates for issuing the solicitation is 18 May 2020 (however, is subject to change at the Governments discretion) , bid opening 18 June 2020 and completing contract performance 365 days after notice to proceed under solicitation number W91151? 20-B-0005.
