Final solicitation REQUEST FOR PROPOSAL (RFP) W91151-19-R-0009 Analytic Engineering Mission Support Services The Mission Installation Contracting Command-Fort Hood (MICC-FH) has a requirement for TRAC_WSMR to provide MISSION SUPPORT including analysis, studies, modeling, and simulation, technical reports generation, and security tasks required to support the mission. This is a non-personal services requirement to provide analytical and engineering support services to the United States Army Futures Command The Research Analysis Center (TRAC) in support of mission requirements. As such the Government shall not exercise any supervision or control over the contract service providers performing the services herein. All personnel engaged in performing the services under this contract (direct labor, subcontracted labor, material suppliers, etc.) shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor shall provide specific technical requirements for modeling simulations, scenarios, war gaming, exercise and experimentation analysis and engineering, technical reports office and security mission support for TRAC. The contractor shall provide all labor, management, supervision, supplies, materials, equipment, training, and tools, necessary to perform modeling and simulations, scenarios, war gaming, exercise and experimentation, security, technical reports office, analysis and engineering mission support of TRAC as defined in this Performance Work Statement not otherwise provided as Government-furnished property (GFP). The Contractor shall perform to the standards in this contract. The Government intends to make a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside award for this requirement. This requirement will result in a firm fixed-priced (FFP) indefinite delivery/indefinite quantity (IDIQ) contract, NAICS code 541511, Custom Computer Programming Services, with a small business size standard of $27,500,000.00. The anticipated performance period is for a 5-year contract from 1 November 2019 - 31 October 2024. This procurement will be made using the procedures found in FAR Part 15, Contracting by Negotiation.
