The Mission and Installation Contracting Command-Fort Hood on behalf of the U.S. Army Operational Test Command (USAOTC) at Fort Hood, Texas, is issuing a Request for Proposal (RFP) for Test and Evaluation Technical Support Services (TETSS). This requirement supports planning and conducting operational test, data collection, data management, logistics, engineering, programming, field operations, and instrumentation for the Air and Missile Defense Test Directorate (AMDTD) at Fort Bliss, Texas (TX) and Fire Test Support Test Directorate (FSTD) at Fort Sill, Oklahoma (OK). Operational test events are performed at these test locations and others in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) as identified in individual Task Authorization Requests (TARs) operational testing mission. The TETSS requirement will be procured under competitive 8(a) set aside procedures. The North American Industry Classification System (NAICS) is 541330 – Engineering Services, Except Military and Aerospace Equipment and Military Weapons with a size standard of $41.5 million. The Government intends to award a single Cost Plus Fixed-Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 60-month ordering period of performance. The solicitation to include instructions for submission and the response date will be available on or about 06 February 2023. No proposals will be accepted in response to this Pre-solicitation Notice.
