PLEASE SEE MSE PROPOSAL AND ALL ATTACHMENTS AND EXHIBITS The Contractor shall provide non-personal services for Military Skills Enhancement (MSE) instruction as outlined in this PWS. The Government will not exercise any supervision, direction or control over the Contractor performing the services on the contract. The Contractor employees shall be accountable solely to the Contractor. This requirement is informally known as the Troop School. The mission of the Troop School is to deliver quality educational programs and services that enhance personal growth, professional development, and readiness for Soldiers, Department of the Army (DA) civilians, and Contractor personnel.
