Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to construct a new facility in the vicinity of building 56485 at 115th St, North Fort Hood, Texas. The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000. The set aside for this solicitation will be 100% Total Small Business. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. All work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX20220230 06/17/2022; Superseded General Decision Number: TX2020210230; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price or $3,000,000 whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement on a date to be determined after posting of solicitation. Details of that site visit will be available in the solicitation. The tentative dates for issuing the solicitation is 10 August 2022, bid opening TBD and completing contract performance Base plus four years after notice to proceed under solicitation number W91151-22-B-0018. The technical exhibits will be available for inspection without charge thru the System for Award Management (www.sam.gov No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at www.sam.gov to receive a government contract award. Bidders shall register in SAM as well at www.sam.gov.
