Sources Sought Synopsis JBLM Synopsis: Remove Airfield Fence Debris and regrading The purpose of this sources sought is to gain knowledge of the potential interested small business sources for this project, the Government is considering a set aside for Socio-economic status. This notice is for planning purposes only. All interested parties should respond. MICC-JBLM may issue a solicitation and award of a contract to “Remove Airfield Fence Debris”. The magnitude of this project is between “$25,000 and $100,000”. The anticipated NAICS code(s) is 238910-Site Preparation Contractors and standard business size is $16,500,000 million. Description of project is as follows: The purpose of this project is to remove or compress into the ground all rocks that can be measured as being two inches or larger that are visible on the surface. There will be an Attachment 1 provided that will designates how far out the rock removal/compression is to take place from the fence line. All area worked shall be left well graded, with a smooth even surface, free of large ruts or holes. The finished surface needs to be flat enough to allow for the use of riding lawnmowers to mow grass down to three inches of height, without the blades or mow deck cutting into the surface. The secure (airfield) side of the fence shall have the same work done on it to within 10 feet of the fence line, for the entirety of the fence line. Any debris/dirt piles generated shall not exceed three feet in height or be left in piles or on site for any longer than three days. Debris/dirt piles shall be regularly removed from the site. An off-site dumpster may be utilized for this purpose to reduce hauling frequency. If contractor wishes to dump debris on base, they are responsible for obtaining a permit to do so. Debris removal consists of not only the rocks, but any vegetation or excess dirt churned up. The contractor shall regrade excessive incline. Regrade shall consist of leveling out the slope so that a riding lawnmower can safely make the trek up and down and allow for a 2WD vehicle to traverse up the slope. Regrade shall be from the fence to 30 feet out from the fence. Attachment 1 in a yellow circle, do not remove rocks or affect the area nearby Morey Creek. The Contractor shall be responsible for obtaining all required licenses and permits to perform construction work on a Federal installation, be properly bonded and insured in accordance with FAR requirements. This is only the market research phase of this requirement. By no means does this sources sought mean that the Government will enter into an agreement with your agency. The Government is trying to determine if there is adequate competition in order to compete this requirement.
