This is a notice of a proposed contract action in accordance with FAR 5.203. The Mission and Installation Contracting Command (MICC) at Fort Hood for the Mission and Installation Command at Yuma Proving Ground intends to award a sole source contract to Desert Research Institute to provide Soil Research for Army Training Ranges. The location will be the Yuma Proving Ground, Arizona test ranges. The intent is to procure and deliver expertise in geological, soil science, natural environment characterization, and terrain analysis for U.S. Army Test Centers. Contract requires doctorate level educational qualifications and technical work experience related to the characterization of environments and soils from extreme natural environments (desert, artic, and tropic regions), emerging technologies in explosive device detection sensor technologies, and sensor and software development for characterizing a visually degraded environment. Work experience at U.S. military test centers where contractors demonstrated the organization’s ability to adhere to DOD Policies and Regulations and performed worked in collaboration with government engineers and scientists. Information regarding the extensiveness of your organization’s catalog of soil and environmental data for locations with current U.S. military contingency operations and near-peer adversary contested areas across the globe. The NAICS code for this project is 541380 with a set aside $16,500,000.00. If awarded, the proposed Soil Research for Army Training Ranges contract action will be awarded using Other than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This announcement does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP) for the Soil Research nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.
