Mission Installation and Contracting command (MICC) Fort Hood (FH) is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) Firm Fixed Price CONSTRUCTION contact for the purpose of constructing a New Operations Building for Shorthorn Airfield at North Fort Hood, Texas. This acquisition is a100% Small Business set aside under NAICS 236220, Commercial and Institutional Building Construction, and the small business size standard for this NAICS code is $36.5 million, and will be used for this procurement. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $1,000,000 and $5,000,000. The Contractor is required to provide all plant, supervision, labor, materials, equipment, supplies, and transportation necessary to complete the scope of work for this project. Except as provided elsewhere in this contract, all work shall be comply with applicable, State, Local, and Federal laws, rules, and regulations, industry & construction codes and standards, manufacturer’s specifications & recommendations, and all contact special provisions, terms, and conditions. The Contractor shall be responsible for obtaining all required licenses and permits to perform construction work on a Federal installation, be properly bonded and insured in accordance with FAR requirements. DPW requires a new construction contract for a New Operations Building located at Shorthorn Airfield at North Fort Hood, TX. This project is to demolition existing buildings 57133, 57134, and 57139 (latrine), two existing canvas storage tents, 165 feet of 6' wide concrete sidewalk, water and sewer lines, remove several existing power poles. Provide a new Flight Operations Building size 72 '- 0" x 52' - 4", new chain link security fence, concrete sidewalks, stairs and stoops, striping the existing parking spaces, and earth fill to level the new building foundation. All work shall comply with all State, Local and Federal laws and regulations, industry and construction codes and standards, manufacturer’s specifications and recommendations, and all contract special provisions, terms and conditions. The Contractor shall be responsible for obtaining all required licenses and permits to perform construction work on a Federal installation. The Wage Determination for this procurement is General Decision Number TX20200230 01-03-2020, Building, County Bell, State of Texas, will govern work under this contract. The Bid Guarantee in the amount shall be at least 20% of the bid price or $3,000,000.00 whichever is less. Performance and Payment Bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement on a date and time to be posting in the solicitation. No paper copies of this solicitation are available.
