RFI Question : Could the Government please clarify what supplier and /or specifications to use for CH-1? ANSWER: A plate and frame condenser will be acceptable for CH-1, but all other requirements shall remain. The new chiller shall be equivalent to a Trane Cold Generator CICD (Brand Name or Equal). It shall aslo have a minimum EER of 16 FL. By 04:00 PM CST, 18 June 2020, you will receive an email from DoD Safe to create a drop-off (please see pages 10- 12 of attached DoD SAFE user guide). Bidders shall submit their bids via DoD SAFE no later than 29 June 2020 at 09:00 AM CST, late submittals may not be accepted. The call in number will be 978-990-5000, Pin 304649 ****NOTE**** BID OPENING MAY CHANGE TO FACE-TO-FACE BID OPENING PENDING COVID- 19 RESTRICTIONS Mission and Installation Contracting Command (MICC) Fort Hood is issuing a SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract that is replace three water-cooled, heat-pump chillers at building 56059 with one non-reversible chiller. This chiller shall serve two existing air handlers on different floors. Work shall also include installing a new hot-water (HW) heating coil in each air handler (2 total), running new piping from an existing boiler to each new heating coil, installing two new HW pumps, installing a new chilled-water buffer tank, and modifying existing HVAC controls. This acquisition is 100% set aside for SDVOSB; Service Disabled Veteran Owned Small Business under NAICS 238220 (Size Standard $16.5M). The estimated magnitude of the procurement is between $250,000 and $500,000. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX20200007 01/03/2020, Superseded General Decision Number: TX20190007; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. A site visit will be conducted for this solicitation on May 20, 2020, at 10:00 AM CST at building 56059. Details of the site visit is available in the solicitation.
