Mission Installation and Contracting command (MICC) Fort Hood (FH) is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) Firm Fixed Price CONSTRUCTION contact for the purpose of constructing a new hanger located at building 56161, located at Cold Springs off Hubbard Rd., Fort Hood Texas. The exact location will be shown by the Contracting Officer. Building(s) will not be occupied during performance of work under this Contract. This acquisition is a100% Small Business set aside under NAICS 236220, Commercial and Institutional Building Construction, and the small business size standard for this NAICS code is $36.5 million, and will be used for this procurement. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $500,000 and $1,000,000. The Contractor is required to provide all plant, supervision, labor, materials, equipment, supplies, and transportation necessary to complete the scope of work for this project. Except as provided elsewhere in this contract, all work shall be comply with applicable, State, Local, and Federal laws, rules, and regulations, industry & construction codes and standards, manufacturer’s specifications & recommendations, and all contact special provisions, terms, and conditions. The Contractor shall be responsible for obtaining all required licenses and permits to perform construction work on a Federal installation, be properly bonded and insured in accordance with FAR requirements. The work consist of new construction contract to Y. The anticipated date of completion of this construction project is 210 calendar days from date of notice to proceed. Completion is defined as satisfactory completion of all work described in the scope of work and or approved plans and drawings in a timely manner, to include other contractual obligations identified as close out documentation, final testing, inspection and acceptance. The Wage Determination for this procurement is General Decision Number TX20200230 01-03-2020, Building, County Bell, State of Texas, will govern work under this contract. The Bid Guarantee in the amount shall be at least 20% of the bid price or $3,000,000.00 whichever is less. Performance and Payment Bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement on a date and time to be posting in the solicitation. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents.
