Mission and Installation Contracting Command (MICC) Fort Hood is issuing a SOLICITATION for an Invitation for Bids (IFB) firm fixed price construction contract to replace two existing, water-cooled chillers at building 56055 with a single chiller. Work shall also include demolishing two existing energy recovery ventilators, simplifying the existing condensing and chilled-water piping systems, replacing several existing pumps, installing a new restroom exhaust fan and ductwork, and modifying existing HVAC controls in Building 56055, Fort Hood, Texas. This acquisition is 100% Service Disabled Veteran Owned Small Business set aside under NAICS 238220 (Size Standard $16.5 Million). The magnitude of the procurement is estimated to be between $100,000 and $250,000. The purpose of this project is to replace two existing, water-cooled chillers at building 56055 with a single chiller. Work shall also include demolishing two existing energy recovery ventilators, simplifying the existing condensing and chilled-water piping systems, replacing several existing pumps, installing a new restroom exhaust fan and ductwork, and modifying existing HVAC controls in Building 56055, Fort Hood, Texas. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX20200230 01/03/2020 Superseded General Decision Number: TX20190230; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price.
