Mission and Installation Contracting Command (MICC) Fort Hood is issuing a SOLICITATION for an Invitation for Bids (IFB) firm fixed price construction contract to replace the existing HVAC systems to include all associated units, piping, and controls with new HVAC systems at building 70020, Fort Hood, Texas. This includes but is not limited to: remove and replace existing pumps with new heating water pumps. Remove and replace steam and condensate pipes where shown on the plans with new heating hot water piping. This acquisition is 100% SDVOSB Service-Disabled Veteran Owned Small Business set aside under NAICS 238220 (Size Standard $16.5 Million). The magnitude of the procurement is estimated to be between $500,000 and $1,000,000. The purpose of this project is to replace the existing HVAC systems to include all associated units, piping, and controls with new HVAC systems at building 70020. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX20200230 01/03/2020 TX230 Superseded General Decision Number: TX20190230; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement on 8 May, 2019 at 1:00 P.M. CDT. Details of that site visit will be available in the solicitation.
