Mission and Installation Contracting Command - Fort Hood (MICC-FH) is issuing a Sources Sought for a possible firm fixed price construction contract. MICC-FH is seeking contractors capable of replacing three water-cooled, heat-pump chillers at building 56059 with two non-reversible chillers. Each chiller shall be connected to an existing air handler and serve a single floor. Work shall also include installing a new hot-water heating coil in each air handler (2 total), running new condenser-water piping from the existing boiler to each new heating coil, installing two new booster pumps, and modifying existing HVAC controls This acquisition is under NAICS 238220 Plumbing, Heating, and Air-Conditioning Contractors (Size Standard $16.5 Million). All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract that is to replace three water-cooled, heat-pump chillers at building 56059 with two non-reversible chillers. Each chiller shall be connected to an existing air handler and serve a single floor. Work shall also include installing a new hot-water heating coil in each air handler (2 total), running new condenser-water piping from the existing boiler to each new heating coil, installing two new booster pumps, and modifying existing HVAC controls. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Business under NAICS 238220 (Size Standard $16.5M). The estimated magnitude of the procurement is between $100,000 and $250,000. The purpose of this project is to replace three water-cooled, heat-pump chillers at building 56059 with two non-reversible chillers. Each chiller shall be connected to an existing air handler and serve a single floor. Work shall also include installing a new hot-water heating coil in each air handler (2 total), running new condenser-water piping from the existing boiler to each new heating coil, installing two new booster pumps, and modifying existing HVAC controls. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX20200007 01/03/2020, Superseded General Decision Number: TX20190007; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price.
