Solicitation W91151-19-R-0020 6 Month Grounds Maintenance Grounds Service Fort Hood Texas, 76544 The purpose of this contract is to provide 6 months grounds maintenance service for approximately 3,000 acres, which includes III Corp Headquarters, Child Development Centers (CDCs), airfields and other facilities and areas throughout Fort Hood, Texas. These areas consist of the main cantonment, West Fort Hood, and North Fort Hood areas. The Contractor shall provide personnel, management, tools, equipment, vehicles, and skilled labor necessary to perform tasks included in the Performance Work Statement (PWS), Technical Exhibits, and all contract special provisions, term, and conditions. There is no Government Furnished Property (GFP), however, the Government will provide various services for the Contractor to utilize (i.e. - yard, utilities, water etc.) as described in PWS Part 3.

Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for Proposal for a Firm Fixed Price Service contract to provide 6 MONTHS GROUND MAINTENANCE SERVICE to Fort Hood, Texas. This acquisition is 100% set aside for Small Business under NAICS 561730 Landscaping Services (Size Standard $7.5 Million). The purpose of this contract is to provide 6 months grounds maintenance service for approximately 3,000 acres, which includes III Corp Headquarters, Child Development Centers (CDCs), airfields and other facilities and areas throughout Fort Hood, Texas. These areas consist of the main cantonment, West Fort Hood, and North Fort Hood areas. The Contractor shall provide personnel, management, tools, equipment, vehicles, and skilled labor necessary to perform tasks included in the Performance Work Statement (PWS), Technical Exhibits, and all contract special provisions, term, and conditions. There is no Government Furnished Property (GFP), however, the Government will provide various services for the Contractor to utilize (i.e. - yard, utilities, water etc.) as described in PWS Part 3. This contract is subject to the Service Contract Act. Wage Determination WD 15-5237 (Rev. -9) Service Labor Standards are applicable. An organized site visit will be conducted for this procurement. Details of the site visit will be available in the solicitation. The solicitation will be issued on or about 01 February 2019 under solicitation number W91151-19-R-0020 to the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://www.sam.gov to receive a government contract award. Offerors shall register in SAM as well at https://www.sam.gov. Note: The following elements in the Solicitation are very important to the Government for example: 1) Technical, Staffing, and Management Approach - industry must be able to perform the requirement in accordance with the Performance Work Statement (PWS) (i.e. - describe how do you plan to perform the prescribed work). 2) Past Performance - industry should include strong references of at least 3 relevant past performance references. 3) Price - competitive pricing is expected such as not unreasonably low or high that it is determined that the Contractor does not understand the requirement.
