Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed construction contract to replace two boilers, two heating hot water pumps, heating hot water piping and all associated accessories on Fort Hood, Texas. This acquisition is 100% set aside for Women Owned Small Business (WOSB), NAICS 238220 Plumbing, Heating, and Air?Conditioning Contractors (Size Standard $15.0 Million) will be used for this procurement. The magnitude of the procurement is estimated between $500,000 and $1,000,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. The Contractor shall be responsible for obtaining all required licenses and permits to perform construction work on a Federal installation, be properly bonded and insured in accordance with FAR requirements. The work consists of the following: Replace two boilers, two heating hot water pumps, heating hot water piping and all associated accessories with new. Also, replace the existing HVAC controls with new DDC control system on Fort Hood, Texas. The Wage Determination: General Decision Number: TX20190230 01/04/2019; Superseded General Decision Number: TX20180279; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price or $3,000,000 whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement on a date to be determined after posting of solicitation. Details of that site visit will be available in the solicitation. The tentative dates for issuing the solicitation is o/a 19 August 2019, bid opening 24 September 2019 and completing contract performance 180 days after the issuance of a notice to proceed under the contract issued as a result of an award for solicitation number W91151-19-B-0036. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at www.sam.gov to receive a government contract award. Bidders shall register in SAM as well at www.sam.gov.
