Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract for an Indefinite Delivery/Indefinite Quantities (ID/IQ), Demo Requirements Contract, Fort Hood, Texas. This acquisition is 100% set aside for eligible Certified HUBZone participants for NAICS 238910 Site Preparation Contractors (Size Standard $15 Million). This is a HUBZone set-aside. The magnitude of the procurement is estimated to be between $10,000,000 and $25,000,000 per DFAR Clause 236.204. The purpose of this project is to perform provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. All work shall comply with all State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. The Contractor shall be responsible for obtaining all required licenses and permits to perform construction work on a Federal installation, be properly bonded and insured in accordance with FAR requirements. Demolishing buildings located on Fort Hood to include site improvements such as parking lots, sidewalks, and related utilities. Work also consists of site restoration to include placement of top soil and sod or hydromulch. Demolition of some buildings may also require asbestos, mold, and lead paint surveys as well as the abatement of these materials. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, Bell County, Texas. Texas Wage Determination TX 190230, Construction Types: Building; Counties: Bell and Coryell Counties in Texas, will govern work under this contract. Performance and payment bonds, in the bid amount, are required for this contract. A bid guarantee in the amount of 20% of the bid price price or $3M, which ever is less is also required. An organized site visit will be conducted for this procurement and details of that site visit will be available in the solicitation. Under this contract, the contractor shall provide supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. The solicitation will be issued on or about 30 July 2019 under solicitation number W91151-19-B-0032 to the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation are available.
