Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to replace the existing boilers, chillers, pumps and all associated accessories with new equipment, Bldg. 91227, Fort Hood, Texas. This acquisition is 100% set aside for Women Owned Small Business for NAICS 238220 (Size Standard $15 Million). The magnitude of the procurement is estimated to be between $1,000,000 and $2,000,000. The purpose of this project is to replace the existing boilers, chillers, pumps and all associated accessories with new equipment. Also, it is to replace the existing controls with new DDC control system at the CEP, Bldg. 91227. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, Coryell County, Texas, (formally known as Davis Bacon Wage Decision) and Texas Wage Determination TX 20180333, Construction Types: Building; Counties: Coryell Counties in Texas, will govern work under this contract. A bid guarantee in the amount of 20% or $3 million, whichever is less, of the bid price is also required. An organized site visit will be conducted for this procurement and details of that site visit will be available in the solicitation. Under this contract, the contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. The solicitation will be issued on or about 02 July 2019 under solicitation number W91151-19-B-0030 to the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents.
