Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to reconstruct/build Hangar on Fort Hood, Texas. This acquisition is set aside for Total Small Business under NAICS 236220 (Size Standard $36.5 Million). The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX190230 01/04/2019 TX230; Superseded General Decision Number: TX20180279; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20 percent of the bid price or $3,000,000 whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement on TBD. Details of that site visit will be available in the solicitation. The tentative dates for issuing the solicitation is 7 June 2019 with a Sealed Bid due date of no later than 10:00 A.M. CST on 10 July and completing contract performance 210 days after notice to proceed under solicitation number W91151-19-B-0026. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at www.fbo.gov. No paper copies of this solicitation are available.
