Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to Repair Water Leak at Building 91002, Fort Hood, Texas. This acquisition is 100% set aside for 100% Women Owned Small Businesses (WOSB) NAICS 238140 Masonry Contractors (Size Standard $15 Million). The magnitude of the procurement is estimated to be between $100,000 and $250,000. The purpose of this project is to replace the concrete apron and apply spray on watersealer to the brick and concrete façade in an attempt to alleviate a building envelope water leak. Also included in this project is some excavation and fill, as well as some replacement of brick/mortar and caulking joints. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, Coryell County, Texas. Texas Wage Determination (formally known as Davis Bacon Wage Decision) and Texas Wage Determination TX20180279, Construction Types: Building; Counties: Coryell Counties in Texas, will govern work under this contract. Performance and Payment bonds, in the bid amount, are required for this contract. A bid guarantee in the amount of 20% or $3 million, whichever is less, of the bid price is also required. An organized site visit will be conducted for this procurement and details of that site visit will be available in the solicitation. Under this contract, the contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. The solicitation will be issued on or about 24 June 2019 under solicitation number W91151-19-B-0021 to the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents.
