Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract for an Indefinite Delivery/Indefinite Quantities (ID/IQ), Renovations and Repair Requirements Contract, Fort Hood, Texas. This acquisition is 100% set aside for eligible Certified 8(a) participants for NAICS 238990 All Other Specialty Trade Contractors (Size Standard $15 Million). The eligibility to participate may be restricted to 8(a) participants in either the developmental stage or the developmental and transitional stages. The magnitude of the procurement is estimated to be between $10,000,000 and $20,000,000. The purpose of this project is to perform repairing architectural features to the interior and/or exterior of buildings located on Fort Hood to include mold and asbestos abatement, replacement of flooring, ceiling tiles, doors, door frames, painting of facilities, and cleaning of exterior facades at any location that is owned by the Fort Hood Reservation, Texas. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, Bell County, Texas. Texas Wage Determination TX 190230, Construction Types: Building; Counties: Bell and Coryell Counties in Texas, will govern work under this contract. Performance and payment bonds, in the bid amount, are required for this contract. A bid guarantee in the amount of 20% of the bid price is also required. An organized site visit will be conducted for this procurement and details of that site visit will be available in the solicitation. Under this contract, the contractor shall provide supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. The solicitation will be issued on or about 27 March 2019 under solicitation number W91151-19-B-0010 to the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents.
