Answer: Intent is to re-use the existing AHU controllers that controlled the steam valve and just re-tune the PID loop to control the new hot water valve. For the new equipment (ie Boilers, heat exchangers, etc) contractor should provide either new LON or new BACnet controllers (based on current capabilities of the existing Jace) and tie that back into the existing Tridium Niagara Jaces.

Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to remove and replace the existing steam boilers and all associated accessories with new fire tube, condensing boilers. Remove and replace existing pumps with new heating water pumps. Remove and replace steam and condensate pipes where shown on the plans with new heating hot water piping. Remove and replace steam coils from AHU’s with new heating hot water coils. Provide new electricals and controls for new equipment as shown on the drawings. The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX190279 01/04/2019 TX279; Superseded General Decision Number: TX20180333; State: Texas; Construction Type: Building; County: Coryell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price or $5,000,000 whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement on a date to be determined after posting of solicitation. Details of that site visit will be available in the solicitation. The tentative dates for issuing the solicitation is 17 June 2019, bid opening TBD and completing contract performance 540 days after notice to proceed under solicitation number W91151-19-B-0009.
