Mission and Installation Contracting Command (MICC) Fort Hood is issuing a SOLICITATION for an Invitation for Bids (IFB) firm fixed price construction contract to repair the Battalion Headquarters Building 12011, Fort Hood, Texas. This includes but is not limited to the remediation of all hazmat, movement of walls, reconfiguration of latrines to meet code requirements, installation of new finishes following abatement, replacement of windows and all glazing wall systems, roof replacement, and the reconfiguration of all infrastructure systems (electrical, plumbing, HVAC, mass notification, and communications). This acquisition is 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside under NAICS 236220 (Size Standard $36.5 Million). The magnitude of the procurement is estimated to be between $1,000,000.00 and $5,000,000.00. The purpose of this project is to repair the Battalion Headquarters, Building 12011 which includes, but is not limited to the remediation of all hazmat, movement of walls, reconfiguration of latrines to meet code requirements, installation of new finishes following abatement, replacement of windows and all glazing wall systems, roof replacement, and the reconfiguration of all infrastructure systems (electrical, plumbing, HVAC, mass notification, and communications). Also included is miscellaneous site work to support the facility and meet code requirements. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX190230 01/04/2019 TX230 Superseded General Decision Number: TX20180279; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement on April 17, 2019 at 2:00 P.M. CST. Details of that site visit will be available in the solicitation amendment 03.
