Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to Repair Drainage Failures at Areas A, C and E North Fort Hood, Fort Hood, Texas. This acquisition is 100% set aside for Historically Underutilized Business Zones (HUB Zones) under NAICS 237990 (Size Standard $36.5 Million). The magnitude of the procurement is estimated to be between $5,000,000 and $10,000,000.00. The purpose of this project is to make miscellaneous repairs to the storm drain infrastructure at Areas A, C and E North Fort Hood. Also included is miscellaneous site work to support the facility and meet code requirements. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX190230 01/04/2019; Superseded General Decision Number: TX20160279; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million dollars. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement to be determined (TBD). Details of that site visit will be available in the solicitation. The tentative dates for issuing, the solicitation is 31 May 2019, bid opening 2 July 2019 and completing contract performance 365 days after notice to proceed under solicitation number W91151-19-B-0004.
