ACQUISITION PROCEDURE. ACQUISITION PROCEDURE. This is a commercial item under FAR Part 12 and the acquisition procedures to be used for this purchase will be in accordance with FAR Part 13, Simplified Acquisition Procedures. EVALUATION FACTORS: The following factors shall be used to evaluate quotes and all technical subfactors are of equal importance. FACTOR 1: TECHNICAL. The Technical Factor has five (5) sub-factors, listed in FAR Provision 52.212-2. Prospective vendors shall demonstrate that the services offered comply with the technical requirements described in the listed Sub-Factors, by submission of a written capability statement with their offer. NOTE: Statements indicating that the Quoter understands, can or will comply with all specifications, or statements paraphrasing the specifications of parts thereof, or phrases such as “standard procedures will be used” or “well known techniques will be used: will be considered insufficient. Insufficient explanations of how the Quoter will comply with the above requirements of this solicitation may cause the Quoter to receive an unsatisfactory rating. Failure to receive a Technical Acceptable rating with any of the evaluation criteria listed and described in FAR Provision 52.212-2, will result in an Unacceptable technical rating unless the error(s), deficiency (ies) or omission(s) can be corrected. FACTOR II: PRICE. Quoters shall submit prices on all CLINs of the RFQ. Price will be evaluated for reasonableness based on anticipated adequate price competition. Price analysis will be performed through the use of comparative price quotation analysis for technically acceptable quotations. Price will not be rated. The quoted price for each CLIN will be added up for a grand total and will be used to calculate the Quoter’s total price. Contract award will be made to the technically acceptable quote with the lowest acceptable price. All CLINs shall be priced. ***Failing to price a CLIN will result in non-consideration for award.*** Quoters shall submit prices on each CLIN to include shipping costs to the designated delivery address in Landstuhl, Germany. Quoters shall submit prices for ALL items, to include shipping costs, in Technical Exhibit A. The quoted prices for each CLIN will be added up for a grand total and will be used to calculate the Quoter’s total price. Quoters shall compile estimated date of delivery in Technical Exhibit C, based on the annual required quantities. ***Failing to provide delivery dates will result in non-consideration for award.*** --------------------------------------------------------------------------------------------------------------------------------------- The Quoter agrees to hold the prices in its quotation firm for 60 calendar days from the date specified for receipt of quotations unless another time period is specified in an addendum to the Request for Quotation. Only one Purchase Order will be awarded from this RFQ. ELECTRONIC QUOTES. Vendors may submit electronic quotes in response to this RFQ. The quote must arrive by the time specified on Page 1, Block 8 of the Standard Form 1449 (RFQ )to the following email address: domenico.maddaloni.ln@health.mil. . Vendors may call Domenico Maddaloni at (49)-6371-9464-5414 to verify receipt of the quote. If the vendor chooses to email the quote, the Government will not be responsible for any failure of transmission or receipt of the quote, or any failure of the vendor to verify receipt of the emailed quote. If receipt of the quote submitted by email is not verified within 24 hours of submission, the vendor must resubmit their quote by fax. The technical quote shall not exceed 20 pages, font size 12. Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the quote. Your technical quote shall be structured as a written narrative to address what the Government is asking for in the afore-mentioned technical factors and sub-factors. Copies of certifications and accreditations, the Quality Control Plan and price quotation do not count against the 20-page limitation. QUESTIONS. Prospective vendors SHALL submit any questions regarding this RFQ no later than five (5) working days after RFQ issuance to domenico.maddaloni.ln@health.mil . If the vendor chooses to email the questions, the Government will not be responsible for any failure of transmission or receipt of the questions, or any failure of the vendor to verify receipt of the emailed inquiry. If receipt of questions submitted by email is not verified within 24 hours of submission, the vendor must resubmit them and/or contact Domenico Maddaloni at (49)-6371-9464-5414. All questions received will be answered officially through an amendment for distribution to all prospective vendors. The non-FAR Part 12 discretionary FAR, DFARS, AFARS, and LOCAL provisions included herein are incorporated into this Request for Quotation either by reference or in full text. If incorporated by reference, see provision 52.252-1 herein for locations where full text can be found. SPECIAL NOTE: All vendors must be registered in the System for Award Management (SAM) at the time an offer or quotation is submitted. Lack of registration shall make a quote ineligible for evaluation or award. Vendors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220 or via Internet at http://www.sam.gov. All quotes are due on the date and Central European Time (CET) time shown on page 1, Block 8 of the SF 1449. Quotes may be sent via email to domenico.maddaloni.ln@health.mil. If the Quoter does not receive confirmation that the quote was received within 24 hours of submission, the Quoter shall fax a copy of the quote to (49)-6371-86-7900.
