This solicitation is for deliveries of Ear Nose & Throat (ENT) Examination Chairs for the Landstuhl Regional Medical Center in Germany. The contract type will be a Firm Fixed Price Purchase Order as a result of the solicitation. The solicitation is issued for full and open competition. It is incumbent upon interested parties to review this site frequently for any updates/amendments to any and all documents. Purchase Order will be issued using Lowest Price Technically Acceptable (LPTA) evaluation techniques. All vendors must be registered in the System for Award Management (SAM) prior to award, and lack of registration shall make a quotation ineligible for award. Vendors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220 or via Internet at https://www.sam.gov. Technical Factor. The quoter must demonstrate compliance with the requirements in the solicitation by submitting a written quote which addresses compliance with each of the following technical factors: Subfactor 1: The delivered equipment shall be new and not a used or remanufactured product. Subfactor 2: Equipment must possess or meet FDA certification requirements. Subfactor 3: Equipment must have a 12 months warranty or more. Subfactor 4: Equipment must comply with German electrical requirements of 220V/50Hz and have a European two-prong power plug. Subfactor 5: Equipment must meet all salient characteristics. Salient Characteristics of Power ENT Examination/Treatment Chair: Equipment must - be specifically designed for Ear, Nose & Throat (ENT) specialists, - have a light, - have a double articulating headrest, - have armrests that can be dropped during a procedure, - have a foldable footrest, - be electrically powered, - have control buttons on both sides of the chair, - has to have programmable position settings, - have a narrow base footprint which shall not exceed 34 inches x 24 inches, - be able to rotate 360 degree, - be low enough to be low enough for easy patient access (21” from floor or less), - be high enough to accommodate a physician that stands (35” from floor or more), - be able to recline into a flat position, - be able to adjust/tilt the back portion of the chair. (End of Salient Characteristics) Failure to receive an Acceptable rating of any of the above technical evaluation factors / salient characteristics will result in an Unacceptable technical rating unless the error(s), deficiency (ies) or omission (s) can be corrected.
