This solicitation is for Reportable Hematology Tests for the Regional Health Command Europe (RHCE) for the below listed locations. The supplies contemplated have been determined to be commercial in nature. The contract type will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price Delivery Orders as a result of the solicitation. The solicitation is issued for full and open competition. It is incumbent upon interested parties to review this site frequently for any updates/amendments to any and all documents. Contract will be awarded using Lowest Price Technically Acceptable (LPTA) evaluation techniques. The projected delivery period for the base period is as follows: Base Period: 1 May 2020 - 30 April 2021 Landstuhl Regional Medical Center Base Period: 1 June 2020 - 30 April 2021 Each other location Plus four (4) one-year option periods for all locations. All vendors must be registered in the System for Award Management (SAM) prior to award, and lack of registration shall make a quotation ineligible for award. SOURCES SOUGHT TECHNICAL DESCRIPTION FOR PRODUCTS INTRODUCTION The Regional Health Contracting Office-Europe (RHCO-E), Landstuhl, Germany is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide the Hematology Reportable Tests for the Regional Health Command Europe (RHCE). The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be procured through full and open competition. Multiple awards MAY be made. Small Business Set-Aside categories will not be considered. PROGRAM BACKGROUND The Landstuhl Regional Medical Center (LRMC) and Medical Department Activity Bavaria (MEDDAC Bavaria), are designated as the requiring activities for the Reportable Hematology Tests. REQUIRED CAPABILITIES The Government requires Hematology Reportable Tests. The intent of this Sources Sought is to assess the state-of-the art of the technology available in hematology analyzing products that could be applied to meet this requirement. The Government envisions a solution for Reportable Hematology Tests that meets the operational and program requirements in Attachment 1 Statement Of Objectives (SOO) and Attachment 2 Estimated Annual Reportable Tests. Qualification. The hematology analyzers and tests must be approved by the U.S. Food and Drug Administration. This includes, but is not limited to compliance with Clinical Laboratory Improvement Amendments (CLIA) and/or the College of American Pathologists (CAP). Proof of qualification should be addressed in the response. Maintenance, Inspection and Repair. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Unclassified. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009. ELIGIBILITY The applicable NAICS code for this requirement is 325413 – In-Vitro Diagnostic Substance Manufacturing. The Product Service Code (PSC) is 6550 – In Vitro Diagnostic Substances, Reagents, Test Kits And Sets.
