This is a pre-solicitation notice for Virtual Health Service Support (VHSS) on behalf of the Department of the Army, Medical Readiness Contracting Office, Europe for non-personal services Outside the Continental United States (OCONUS). The services contemplated have been determined to be commercial in nature. The NAICS Code is 621999, All Other Miscellaneous Ambulatory Health Care Services, with a small business size standard of $20.5 million. The Government anticipates this requirement being solicited under full and open competition with no set-aside restrictions. Any resultant Award will be made using the trade-off source selection process to make a best value award decision. The projected period of performance will be a Base year of 12 months with four (4) 12-month option periods. Solicitation W9114F-22-R-0005 (no set asides) will be issued as a Request for Proposal (RFP) and will be electronically posted on the System for Award Management (SAM) (https://sam.gov) on or about 31 January 2023. No hard copies will be provided. The solicitation must be downloaded from the internet. Once the solicitation is posted it is incumbent upon interested parties to review this site frequently for any updates and or amendments to any and all documents. All responsible sources may submit a proposal that shall be considered by the Agency. All prospective offerors interested in submitting an proposal in response to the solicitation must have a Unique Entity Identifier (UEI), commercial and Government Entity Code (CAGE CODE), and be registered as “Active” in SAM.
