The Army seeks innovative solutions to rapidly train and qualify aviators across all platforms, transform aviation training using commercial practices and technology, and grow the aviation industrial base to support readiness and maintain a competitive edge. The identified Areas of Interest are Fixed-Wing Aircraft Training, Rotary-Wing Aircraft Training, and Unmanned Aerial Systems Training, with selection based on which vendor’s solutions best support Army missions. Awards will be made through a Commercial Solutions Opening under authorities including 10 U.S.C. §4022, §4023, and §3458/DFARS 212.70, using FAR Part 12/16 contracts or non-FAR transaction agreements, all on a fixed-price basis, including fixed-price incentive fee. Proposals are competitively reviewed by scientific, technological, or other subject-matter expert peers, and acquired items, technologies, and services are treated as commercial. The Army will not fund proposal preparation or work inferred from discussions with technical project officers, and only a warranted Army Contracting/Agreements Officer can bind the Army or authorize payment.
