THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. THIS IS A SOURCE SOUGHT/ REQUEST FOR INFORMATION ONLY No solicitation exists at this time. This Source Sought Notice is released pursuant to FAR 15.201(e), Exchanges with Industry Before Receipt of Proposals, and is issued for the purpose of conduction market research. The Commander, Naval Forces Korea (CNFK) Headquarters is currently in the acquisition planning stage of potential contract award for the support of Logistics Contingency Planner. The purpose of the contract is to assist N4 plans and policy affecting operations in the Korean Theater of Operation (KTO). The incumbent is the focal point and subject matter expert (SME) for coordinating policies and procedures governing Joint and Combined Naval logistics operations across the Korean peninsula. Develops logistics plans and policies for assigned missions, personnel, and assets. Additionally develops written correspondence, talking points, and information papers in support of senior officer engagements and communications. The contractor personnel will provide technical logistics analysis in support of existing USFK plans and operations in order to identify and integrate Navy logistics and supply requirements to address CNFK gaps and shortfalls. This initiative seeks to improve and refine the N4’s ability to provide more specified logistics support plan in reinforcing USFK and CFC theater objectives. These efforts will also include developing Concept of Operations (CONOPS), Tactics Techniques and Procedures (TTPs) and Naval Logistic assessments to be used to improve logistics support to theater OPLANS. These capabilities, tools, TTPs and CONOPs will be tested in appropriate venues through modeling of logistics support to plans and operations during exercises, tabletops, or other testing opportunities. The contractor personnel will provide advisory support about specific tasks, processes, or functions, and performs to the CNFK’s "best practice" standard. Contractor shall be capable of providing reports, technical guidance and mentorship to civilian and military organizations and skilled in analyzing scenarios for requirements and solutions that are in compliance with organizational requirements. Demonstrated expertise and knowledge of Mission Command, Military Decision Making Process, and other operational planning functions are essential. Due to the preliminary stage of this planning activity, a Performance Work Statement (PWS) is not available at this time. However, description of the requirement is identified in Attachment 1. The North American Industry Classification System (NAICS) code for this requirement is 541611, Administrative Management and General Management Consulting Services. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL (RFP) AND SHALL NOT BE CONSIDERED AT A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT AT THIS TIME. All interested parties are hereby invited to submit a capability statement of no more than 10 pages, and no smaller than 12 point font. Also, electronic file submissions must be less than 20 Megabytes. The Government will evaluate each capability statement based on the interested parties’ demonstrated qualifications, capabilities, expertise and past performance in each of the Major Elements of Scope. More specifically, capability statements should include the following information as appropriate and as applicable: Describe your ability, approach (including rationale) and relevant work in performing all of the major requirements over the past 5 years. Identify any performance and/or technical challenges and risks in meeting the requirements discussed in the scope. Identify how your organization would minimize any risks to maximize the probability of successful performance. Discuss your company and/or teaming arrangement’s relevant work managing and integrating the requirements under a single contract to ensure the most efficient overall approach to accomplishing the requirements. Provide input and rationale to CNFK on the optimal period of performance for the prospective procurement. Discuss any issues the Contracting Officer should consider when developing the solicitation for this requirement. Identifying and describe any areas in the requirement believed to be missing, or in need of clarification. Interested parties are requested to provide the name of the firm, or firms if a teaming arrangement is being contemplated, point of contact, phone number, address of firm, DUNS number, email address, and/or CAGE code used over the past five years for the prime and each contemplated teaming partner. CNFK reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner CNFK determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any business confidential or proprietary information it its response. The Government will not pay for any information that is provided in response to this announcement nor will it compensate any respondents for the development of such information. All capability statements and questions pertaining to this announcement shall be submitted electronically to Kumson.yi.civ@army.mil and Bumjoon.j.pak.civ@army.mil no later than 5:00 p.m. Korean Standard Time on February 28, 2022. The Government personnel may contact firms responding to this announcement to clarify a responder’s capabilities and other matters as part of this market research process.
