PERFORMANCE WORK STATEMENT (PWS) FOR PICK-UP, TRANSPORTATION, AND DISPOSAL OF TRASH/GARBAGE AND FOOD WASTE FOR BUSAN AREA 1.0 General Information. 1.1 Overview. Solid Waste Management is a comprehensive approach to managing non-hazardous solid waste that encompasses green procurement, waste prevention, and disposal programs. The Contractor, partnering with the installation, shall determine and utilize the most cost effective Recycle and Solid Waste Management services, emphasizing innovation and commercial best practices, to maximize diversion. The Contractor shall dispose of all commercial, industrial, and community activity waste in accordance with (IAW) all applicable Federal, State, and local laws and regulations. The waste shall be disposed of at a Subtitle "D" Municipal Solid Waste (MSW) landfill located in Busan Area (Pier #8, Busan Storage Facility, Masan, and Kimhae) and approved and fully permitted by the Department of Environmental Management. The Contractor shall pay all applicable fees associated with disposal. 1.2 Deliverables. The Contractor shall compile historical data, prepare reports, and submit information as specified by the Deliverables as directed by the Contracting Officer's Representative (COR) or Alternate Contracting Officer's Representative (ACOR). 1.3 Co-mingling Waste. The Contractor shall not co-mingle or transport MSW refuse with off-post generated MSW refuse. Solid waste and recyclables generated (excluding regulated medical or hazardous waste) shall be collected, transported, and disposed of at the direction of the COR/ACOR. 1.4. Scope. The Contractor shall provide all required personnel, equipment, tools, supplies, supervision, transportation, and any other resources necessary to pick up in accordance with (IAW) pick up frequencies, segregate out trash not acceptable for dumping into the Busan Area Landfill Facility, and transport sorted and acceptable trash to the Busan Area Landfill Facility in accordance with the local environmental law, standards, and all other terms and conditions contained herein. 1.5. Period of Performance. The period of performance shall be for one (1) Base Year and four (4) Option Years. The Period of Performance reads as follows: Phase-in Period 1 July 2019 - 31 July 2019 (1 Month) Base Year 1 August 2019 - 30 June 2020 (11 Months) Option Year I 1 July 2020 - 30 June 2021 Option Year II 1 July 2021 - 30 June 2022 Option Year III 1 July 2022 - 30 June 2023 Option Year IV 1 July 2023 - 30 June 2024 1.6. General Information 1.6.1. Hours of Operation. The Contractor is responsible for conducting business, between the hours of 0700-1800 hours Monday through Friday and Food Waste shall be picked up IAW pick up frequencies except Korean holidays. Exception of the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings, the Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. 1.6.2. Place of Performance: This contract will perform the requirement at Busan Area (Pier #8, Busan Storage Facility, Masan, and Kimhae). 1.6.3. Quality Control Program (QCP): The Contractor shall develop and maintain an effective QCP to ensure services are performed in accordance with (IAW) this PWS. The QCP must be forwarded to and accepted by the KO and Contracting Officer's Representative (COR). The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of deficiencies. The Contractor's QCP is the means by which the Contractor assures that the work complies with the requirement of the contract. The QCP should be submitted within seven (7) days after award and revised QCP shall be provided to KO within three (3) working days when changes are made thereafter. After acceptance of the QCP the Contractor shall receive the contracting officer's acceptance in writing of any proposed change to the QCP. At minimum, the QCP will include the following: 1.6.3.1. An inspection system covering all the services required under the terms and conditions of the contract. It must specify the areas to be inspected on both a scheduled or unscheduled basis, how often inspections will be conducted, and the title of the individual(s) who shall perform the inspections. 1.6.3.2. On-site records of all inspections conducted by the Contractor and necessary corrective action taken, shall be made available to the Government during the term of the contract. 1.6.3.3. Daily performance report, deficiency list, the QCP and other related documents shall be maintained by the Contractor. The documents shall be readily available to the Government at any time during the term of the contract. 1.6.4. Quality Assurance: The contractor shall comply with the government's quality assurance program as defined in the Quality Assurance Surveillance Plan. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable quality level(s) (AQL). Government surveillance of contractor performance is not limited to the Performance Objectives as outlined in this PWS. The Government reserves the right to conduct compliance surveillance of any contractual requirement of this acquisition. 1.6.4.1. The Government reserves the right to inspect the Contractor's performance. The Government will record all surveillance observations. When an observation indicates defective performance, the COR will request the Contractor's representative to initial the observation. 1.6.4.2. Performance Rating: The COR will evaluate Contractor's performance based on the checklist, USFK Form173-R-E or Wide Area Work Flow (WAWF)/ Contracting Officer's Representative Tool (CORT). Contractor's performance rating will be prepared and submitted to the contracting officer on monthly basis. 1.6.4.3. Performance Evaluation Meetings: The project manager shall be required to meet bi-weekly with the COR and KO during the first two months of the contract. Meetings will take place as often as necessary thereafter as determined by the COR or KO. The written minutes will be prepared by the Government and these minutes will be signed by the COR. 1.6.5. Type of Contract: The Government will award a contract from this solicitation as a Firm Fixed Price type. 1.6.6. Physical Security: The Contractor shall safeguard all government equipment, information and property provided for Contractor use. Contractor shall maintain a physical security checklist/log which will be forwarded to the COR on a monthly or quarterly basis. At the close of each work period, government facilities, equipment, and materials shall be secured. 1.6.7. Special Qualifications: The Contractor shall maintain all required ROK licenses and qualifications for the disposal of solid waste in accordance with the PWS of this contact. The Contractor shall employ personnel who are knowledgeable of all relevant environmental laws and have experience in waste management. 1.6.7.1. Sanitation Requirements: 1.6.7.1.1. Collection Vehicles: The Contractor shall submit proposed container and collection vehicle cleaning procedures within seven (7) calendar days after contract award and schedules for the COR's review. Collection vehicle, including the body of the vehicle, used for hauling solid wastes shall be washed as often as necessary to maintain a clean condition at all times. No cleaning facility or area shall be provided by the Government. Cleaning will be in full compliance with applicable ROK environmental laws and regulation. The Contractor shall be responsible for cleaning vehicles, and submit a report for cleaning vehicles to the COR monthly basis on 1st Monday of each month. 1.6.7.1.2. Cleaning of Surrounding Service Area: Upon completion of work, the Contractor shall clean waste pick up area within a ten (10) foot radius after the pick-up of trash & food waste. The Contractor shall submit to the COR a report of all waste areas cleaned the 1st Monday of each month. 1.6.7.1.3. Spills: 1.6.7.1.3.1. The Contractor shall be responsible for the complete clean-up of all spills caused by the Contractor during the transportation of solid wastes. The Contractor shall submit procedures for cleaning spills to the COR for acceptance. 1.6.7.1.3.2. Contractor's failure to remedy spills IAW their procedures of the Contracting Officer (KO) within one (1) calendar day after the spill incident may result in a reduction in payment to the Contractor in an amount equal to Government cleanup costs. 1.6.7.2. License Requirements: The prime Contractor be licensed and registered by ROK Government to remove, transport and dispose of the trash/garbage under this contract. The Prime Contractor shall possess all required current and valid local ROK licenses for waste collection and transportation business for household waste and plant discharge facility waste (?????????, ?????????????????) (Issued by Kyongbuk-Do) to remove /transport/dispose the trash/garbage/food waste identified under this contract. 1.6.7.3. Prior Experience: The prime Contractor shall have at least two (2) years of experience during the last five (5) years in performing trash and garbage removal as specified in the solicitation. The Contractor shall provide all necessary information of prior experience to perform this contract, particularly as it relates to the offeror's overall abilities. 1.6.7.4 Trash Holding Storage: The Contractor shall provide trash sorting & holding storage (Size: 450 ton and 300 cubic meters) within 100 km from Busan Area. 1.6.7.5. Personnel Qualification Requirements: The Contractor shall provide an on-site Contract Manager (CM) and Alternate CM (ACM) to interact with government representatives and to supervise the contractor's performance under this contract. The CM shall have full authority to act for the Contractor on the installation at all times during the performance of the work in order to comply with all requirements of this contract. The CM and ACM shall have a minimum two (2) years' experience as a CM or ACM within the last five (5) years in removal, transport and disposal of the trash/waste services in similar size and same scope by providing resumes. CM and ACM should be employed by the prime contractor. The CM and ACM shall be able to read, write, speak and understand English at a level that will enable them to perform all assigned duties. The contractor shall notify the COR of any changes in CM or ACM personnel. The CM shall be available between 0700-1630 hrs, Monday through Friday except Korean holidays and when the Government facility is closed for administrative reasons. 1.6.8. Base Passes and Vehicle Permits 1.6.8.1. Contractor employees and representatives shall be required to have proper identification prior to entering each Government installation. Such identification shall be controlled as prescribed by the Security Section, Provost Marshal, or equivalent security control authority at the installation concerned. 1.6.8.1.1. Base Pass: Upon notice of award, the Contractor shall obtain all passes and necessary vehicle permits required for entry by authorized Contractor personnel IAW base policy, and the point of contact information for this action will be provided upon contract award. All Contractor employees and representatives shall have in their possession a Korean Citizen Identification Card during performance under this contract. 1.6.8.2. The Contractor shall ensure that employees have a current and valid driver's license before allowing the employee to operate a Contractor-owned vehicle on the base. The Contractor and its employees shall comply with all security requirements imposed by the local installation commander at all times while on the military installation. Any Contractor traffic violations may result in the denial of driving privileges on the installations. A copy of all licenses shall be provided to the COR within seven (7) days after contract award. 1.6.8.3. All Contractor employees shall abide by all Government installation regulations during performance under this contract. 1.6.8.4. The COR will not be responsible for providing escorts for the Contractor. 1.6.8.5. The Contractor will be authorized escort privileges only for people working under this contract and only during hours stated under this contract. 1.6.9. Safety 1.6.9.1. Safety Requirements. The Contractor shall exercise safety and health precautions as necessary to prevent safety hazards to personnel, materials, and equipment. Unsafe practices and/or conditions will be immediately called to the attention of the Project Manager for remedial or corrective action. Conditions beyond the Contractor's responsibility will be referred to the COR for corrective action. Contractor's employees shall be thoroughly indoctrinated on safe operating procedures and precautions essential to the accomplishment of their tasks. Safety measures shall be implemented and adhered to by the Contractor and shall be in accordance with EM 385-1-1 Safety and Health Requirements Manual (latest edition). The latest version of the EM 385-1-1 can be found at http://www.usace.army.mil/publications/eng-manuals/em385-1-1/toc.htm. 1.6.9.2. The Contractor shall immediately correct all safety deficiencies upon notification of the deficiencies by the COR and shall notify the COR of the corrective action to be taken. The Contractor shall be responsible for ensuring that all equipment that is utilized during the performance of this contract is functional and is used in a safe manner. 1.6.9.3. The Contractor shall submit a safety plan to the COR for review within seven (7) days after contract award. 1.6.10. Inspection 1.6.10.1. The Contractor shall notify the COR upon the completion of work in all areas in which pick-up work has been accomplished and is ready for inspection by the COR. The Contractor shall provide its completed work list to the COR daily. If the work has not been performed, or has not been performed satisfactorily, the COR will notify the Contractor immediately. The Contractor shall render immediate corrective action within four (4) hours of notice of non-performance or unsatisfactory performance. 1.6.11. Work Schedule 1.6.11.1. The Contractor shall establish a plan for vehicle routes and collection schedules based on the trash and food waste pick up points from various locations at Pier #8, Busan Storage Facility in accordance with TE-4, Trash and Food waste pick up points and Quantity & Frequency schedule, and submit to the COR for review and acceptance within seven (7) calendar days after contract award. The Contractor shall schedule and arrange work to accommodate the normal Government business and mission. The frequency schedule shall not be changed without written acknowledgement of the COR. 1.6.11.2. In the event of inclement weather or Acts of God in which the Contractor has no control and prevents the Contractor from completing trash collection as scheduled, the Contractor shall notify the COR of such conditions immediately. If the Government excuses the Contractor from performing the services due to severe weather or Acts of God, the Contractor shall accomplish missed collections within 24 hours after severe weather or Acts of God have passed. If all make-up collections cannot be made within 24 hours, a revised schedule shall be submitted to the COR for review and acceptance. 1.6.12. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5. The KO and the COR shall meet periodically with the contractor to review the contractor's performance. At these meetings the KO will apprise the Contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. 1.6.13. Contracting Officer's Representative (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract. 1.6.14. Other Direct Costs: All fees associated with disposal are the responsibility of the Contractor. 1.6.15. Antiterrorism (AT) and Operations Security (OPSEC) 1.6.15.1. AT Level I Training: This provision/contract text is for contractor employees with an area of performance within an Army controlled installation, facility, or area. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, and controlled access areas shall complete AT Level I awareness training within 14 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The Contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the KO, if a COR is not assigned within 14 calendar days after completion of training by all employees and subcontractor personnel. 1.6.15.2. Access and General Protection/Security Policy and Procedures: This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility, or area. Contractor and all associated sub-contractors' employees shall comply with applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshall Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. 1.6.15.3. iWATCH Training: The Contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity Antiterrorism and Operations (ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 14 calendar days of contract award and within 14 calendar days of new employees commencing performance with the results reported to the COR NLT 14 calendar days after contract award. 1.6.16. Emergency Services 1.6.16.1. The Contractor shall have competent personnel trained and capable of dealing with minor personnel injuries. The Contractor of their employees shall immediately notify their supervisor of any accident requiring emergency medical treatment. The Contractor will, in turn, notify the KO or COR within 30 minutes of the incident. 1.6.16.2. Emergency medical treatment and services for Contractor personnel is the responsibility of the Contractor. 2.0 Description of Services. 2.1 Scope. The Contractor shall determine the best disposal method for solid waste management to avoid picking up an empty dumpster or container. The disposal method shall be approved by the KO. The Contractor shall empty recycle/refuse containers, and roll-offs 3 times and 5 times per week. In the event of demand fluctuations, frequency adjustments shall be approved by KO. The Contractor shall remove all litter and waste on the ground within a ten (10) foot radius of the container. The Contractor shall track and report to the COR/ACOR all container weights and number of services per month. The Contractor shall perform services IAW approved scheduled routes for pick-up and respond to calls for service when dumpsters reach full before scheduled pick-up. Recyclable items include, but are not limited to, the following: a. Cardboard b. Woody debris and wood pallets c. Plastics d. Paper e. Aluminum/tin cans f. Scrap metal (including brass from expended rounds) g. Toner cartridges h. Mattresses i. Electronics 2.1.1 Ordnance. Under no circumstances shall the Contractor knowingly accept ammunition, explosives, or firearms. The Contractor shall immediately report all potentially explosive items or materials to the Provost Marshal's Office and Explosive Ordnance Disposal. 2.1.2 Hazardous Materials. The Contractor shall not handle asbestos, human remains, or compact military food heaters. The Contractor shall not handle bio-medical (also known as "red bag") or other hazardous materials. The Contractor shall report to the COR/ACOR any hazardous materials identified or discovered at the Collection Point. 2.2 Schedules. 2.2.1 Recycle/Refuse Collection Schedule. The Contractor shall coordinate with the COR/ACOR to develop a schedule that minimizes interference with Government business and submit the schedule to the KO for approval. The Contractor's schedule shall cover a 12 month period. The Contractor shall submit the schedules not later than (NLT) ten (10) days prior to contract performance start date and every subsequent option period. The Contractor shall submit changes to the schedule to the KO NLT ten (10) working days prior to the proposed implementation date of any change. The Contractor shall not implement schedules or changes to the work schedule without prior written approval from the KO. The Contractor shall perform all work under the contract IAW the Contractor's schedules. All schedules shall be submitted to the KO for approval. 2.2.2 Specific Tasks Routes/Schedules Submittals. The Contractor shall submit a schedule organized in two (2) hour increments and by days of the week for vehicle routes and collection. The report shall be submitted for KO approval NLT ten (10) business days from the award date of the contract. The Contractor shall jointly monitor with the COR/ACOR the fill capacities during the first thirty (30) days of performance and one (1) other time during each performance period. Proposed changes to the schedule or haul route shall be approved by the KO in writing prior to route changes. A map of the garrison's current dumpster locations is shown in TE 4. 2.3. Recycle Support. The Contractor shall pick up recyclables generated on post. The Contractor shall also assist with the receipt, shipment preparation, and delivery of recyclable products to local vendors or entities on post, as directed by the COR/ACOR. Materials shall be delivered and hauled directly to a vendor. 2.3.1 Recyclables Segregation. The Contractor shall segregate recyclable materials by commodity type. The Contractor shall load the segregated commodities for transport IAW Department of Transportation (DOT) Standards. The Contractor shall assist in the disposal of non-recyclable items found during the recyclable commodity segregation process. 2.3.1.1 Cardboard. The Contractor shall collect cardboard from troop barracks and other building residents receiving furniture and other items, including cardboard left by Contractors. 2.4 Collection Containers of the Government. 2.4.1 Container Management. The Contractor shall place, combine, relocate, and remove all recycle/refuse containers and equipment in types and quantities, adequate to collect and deliver after receiving approval from the COR/ACOR. The Contractor is responsible for all damages to property or grounds after placing containers. 2.4.2 Containers and Installation Access. The Contractor shall place recycle/refuse containers according to standoff distances in TE 4. In addition, the recycle/refuse collection containers shall be positioned more than fifteen (15) yards from a food establishment's entrance doors and adjacent entry way. 2.4.3 HAZMAT in Containers. The Contractor shall notify the Directorate of Public Works (DPW) Environmental Division immediately after asbestos or other HAZMAT has been identified. 2.4.4 Trash Containers: The existing trash containers are Government-owned. If damage is made to those bins during Contractor's performance, the Contractor shall report the condition of the damaged containers to the COR. If replacement is necessary, the contractor shall deliver and place the dumpster(s) from DPW designated area to the location within two (2) working days of receiving notification. 2.4.5 Evaluating Containers. The Contractor shall evaluate the condition of collection recycle/refuse containers on a quarterly basis and provide this information in a report to the COR/ACOR. The report shall include container size, quantities, location, condition rating, number of times cleaned that quarter, the number of times repaired that quarter, number of dumpsters moved that quarter, total number of serviceable collection containers, and number of collection containers in need of repair. 2.4.6 Container Spillage. The Contractor shall pick up all spillage resulting from emptying of container and compacting of solid waste, recycle material, or grease in vehicles. 2.4.7 Complaints. Complaints regarding unsanitary conditions due to Contractor negligence shall be corrected by the Contractor within two (2) hours of notification. 2.4.8 Container Cleaning Schedule. The Contractor shall provide the COR/ACOR with a recommended recycling/refuse collection container cleaning schedule NLT ten (10) calendar days after contract award. The Contractor shall only clean recycling/refuse dumpsters containing food waste, (e.g., containers at dining facilities, cafeterias, etc.) as needed. The Contractor shall provide to the COR/ACOR with a list of refuse collection containers that have received cleaning service each month throughout the Period of Performance (POP). The Contractor shall provide a Monthly Refuse Container Cleaning Schedule that shall include days of service and driver, each container location, container type, cleaning time, and cleaning method. The Contractor shall clean and sanitize recycling/refuse containers as needed to ensure they are clean and odorless. 2.5 Collection Vehicles. 2.5.1 Vehicle Maintenance. Collection vehicles shall be maintained and serviced IAW the manufacturers' recommendations. The Contractor shall ensure collection vehicles receive periodic safety checks and all irregularities shall be repaired before the vehicle is operated. The Contractor shall remove, all inoperable or unserviceable Contractor-furnished vehicles and equipment, off the installation. The Contractor shall not leave MSW in collection vehicles over twenty-four (24) hours. The collection vehicle operator shall immediately clean up all spills caused during the operation. All operators of Contractor-furnished vehicles shall be licensed by the ROK and operate IAW installation traffic regulations. The Contractor shall not leave vehicles unattended unless properly locked and secured. 2.5.2 Unserviceable Vehicles. The Contractor shall have serviceable vehicles to ensure completion of contract requirements in the event of breakdowns, repair, or other mechanical problems. Vehicles that are identified as unserviceable shall be repaired or replaced NLT seven (7) calendar days at no additional cost to the Government. The Contractor shall provide maintenance and repair service. 2.6 Reports. 2.6.1 Monthly Summary Report. The Contractor shall provide a monthly summary report of tonnage landfilled as MSW and materials recycled to include, but not limited to, the following: electronics, bulk metal, paper, cardboard, co-mingled recyclables, Freon, tires, and organics. The monthly summary report shall, at a minimum, identify the alternative waste streams, C&D, organics, stable waste, landfill/transfer station tipping fees, and percent MSW and recyclable. The Contractor shall submit the monthly summary report to the COR prior to 5th day of each month. 2.6.2 Work Control, Records, and Reports Plan (WCRRP). The Contractor shall develop and implement a WCRRP to include all information control procedures necessary to ensure timely and acceptable accomplishment of all contract data requirements; and permit tracking of work in progress. The Contractor shall submit a WCRRP to the KO for approval NLT ten (10) days after contract performance start date, and modifications to the plan NLT seven (7) working days prior to implementation of any changes. The Contractor shall revise, modify, and resubmit the plan for approval annually. The Contractor shall accurately, completely, and legibly prepare and submit the documentation and automated reports to the KO. Reports shall include any supplemental charts, photographs, manufacturer's pamphlets, etc., necessary to complete the report. 2.6.3 Container Condition Report. The Contractor shall evaluate the condition of the collection containers on a monthly basis and provide this information in a quarterly report to the COR/ACOR. 2.6.4 Weekly Skip Reports. The Contractor shall provide a Weekly Skip Report (WSR) to the COR/ACOR listing containers that cannot be serviced because of blocked access, contamination, illegal material, etc. The Contractor shall contact the COR/ACOR within (one) 1 hour after identifying the non-collected container. The Non-Collected Container Report shall contain the service date, truck, photo or route number, driver's name, container location, time container was checked, why it could not be emptied, and comments (for notations such as a description and license number of blocking vehicle). Upon notification by the COR/ACOR, the Contractor shall ensure collection of the refuse collection container NLT four (4) hours following notification. 2.6.5 Regulatory Agency Inspections. The Contractor shall submit a written report of any inspection visit by representative(s) of any regulatory agency and immediately notify the KO. This report shall include the representatives' names, titles, identification numbers, and agencies, reason(s) for the visit, and comments or findings. The Contractor shall submit a copy of all reports received as a result of these visits to the COR/ACOR by the end of the next working day following receipt of the report. Any samples, reports, etc. shall be accompanied by a statement signed by the inspecting regulatory agency representative validating their authenticity. 3.0 Government-Furnished Material (GFM)/Property (GFP)/Equipment (GFE). 3.1. The Government will not assume any liability for damage to or loss of Contractor's property or for injury or death of any person resulting from fire, theft, or any other cause while performance under this contract at the Government installation. The Contractor shall indemnify the Government from all such potential liability. 3.1.1. The Government will provide the following trash containers: (1) Trash Containers (175 Gal, Green Plastic). (2) Food Waste Containers (32 Gal, Gray Plastic). (3) Recycling Containers (32 Gal / 175 Gal Gray Plastic) 3.2. Protection of Government Installations. 3.2.1. While operating on Government installations, the Contractor shall maintain adequate measures and methods to ensure the protection of Government property. 3.2.2.
