This solicitation has been changed to reflect a new offer due date of 18 April 2023 by 1300 hours KST and to incorporate a revised SOW in reference to deficiencies identified during the site visit. All changes have been been highlighted red in the SOW. Submit all questions no later than 14 Apr 2023 by 1500 hours.**** Description(s): Renovate Blocked Rooms at Various Dorms, Kunsan AB, South Korea. The quotation(s) shall include the following requirements- Work Plan Conceptual Drawings Work?Plan Conceptual Drawings: Conceptual Drawing(s) will be reviewed and Government may make a final determination as to whether the respective drawing(s) is complete or incomplete solely based on Statement of Work (SOW) in this solicitation. Below are minimum requirements as to be considered as complete drawing(s). The contractor shall submit a conceptual drawing set with contractor’s proposal to compete for this work plan SOW. The conceptual drawings shall supplement the scope of work, detailed specifications, and reference drawings which are provided by government in this solicitation. The pricing proposal shall be evaluated to determine whether it is complete and reasonable. A complete and reasonable pricing proposal will be deemed acceptable. The detailed offer breakdown will be used by the contracting officer to determine whether proposed prices are complete and reasonable. A detailed offer breakdown may be used by the contracting officer to determine whether an offeror is able to complete the requirements under the contract, and/or whether discussions will be conducted pursuant to instructions to the offerors. Minimum Requirement for the conceptual drawing MINIMUM REQUIREMENT FOR WORK PLAN SUBMISSION The contractor or quotation offeror shall submit the design documents with offeror’s quotation to compete for this work plan task order. The design documents shall supplement the scope of work, detailed specifications, design instructions, design criteria, and reference drawings which are provided by government in this task order. The typical dormitory room floor plan drawings shall be submitted for technical evaluation with offeror’s proposal. The typical floor plans shall be drafted in accordance with scope of work and information which are captured during the site visit. The plan drawings shall show the locations of the works which are specified at Paragraph 1A-4 Scope of Work. Also, Scope of Work shall be annotated on the plan drawings. The offerors shall submit the following plan drawings with their proposal. The drawing file format shall be Acrobat PDF and paper size shall be an architectural drawing D-size (ARCH-D), 36” X 24” or 914.4mm X 609.6mm- Typical Dorm Room Floor Plan for Room No. 228 in Bldg1401. Typical Dorm Room Floor Plan for Room No. 106, 220 in Bldg1406. Typical Dorm Room Floor Plan for Room No. 119 in Bldg1407. Typical Dorm Room Floor Plan for Room No. 147 in Bldg1418. Typical Dorm Room Floor Plan for Room No. 807B in Bldg504. Typical Dorm Room Floor Plan for Room No. 304A in Bldg522. QUOTATION INFORMATION & REQUIREMENT NOTE TO POTENTIAL CONTRACTORS: THIS PROCUREMENT WILL RESULT INAN INVOICE FOR PAYMENT VIA WIDE AREA WORK FLOW (WAWF). THELOWEST PRICE TECHNICALLY ACCEPTABLE Basis for Award and Evaluation Criteria. The Government will utilize a Lowest PriceTechnically Acceptable (LPTA) evaluation method for this requirement. The Government will award the procurement to the Offeror whose response is technically acceptable and is at the lowest evaluated price as described in the (RFQ). Subject to the provisions contained herein, the Government intends to award a Firm Fixed Price contract for Blocked Room Dorm Renovations from the RFQ, to the Offeror that is deemed responsible in accordance with FAR Part 9.104-1: General Standards, as supplemented, whose quote conforms to the RFQ’s requirements (to include all stated terms, conditions, and all other information required by the RFQ, and provides the Lowest Price Technically Acceptable response to satisfy the requirements of this RFQ and the salient characteristics). Responses that fail to satisfactorily address all the requirements set forth in the RFQ and salient characteristics will be considered unacceptable. Prices shall be all inclusive. Prices shall include all fees, labor, processing costs, and any additional expenses.
