The purpose of this solicitation amendment 2 is to: 1) publicize the questions from industry and the Government's responses, 2) update Attachment 1 Purchase Description to add a NOTE, 3) update Attachment 2 SOW. The purpose of this solicitation amendment 1 is to: 1) set up a site visit schedule, 14:00 on 26 August 2024, (Site Visit Point of Contact: the Contracting Officer at 010-4670-6289) 2) extend the question due from 23 August 2024 to 27 August 2024, 3) add the Statement of Work for the installation of the new equipment and disposal of the old equipment, 4) establish two permissible shipping methods (door to door or shipping through Tracy, CA), 5) and allow non-Korean potential offeror to have partnership or subcontracting the tasks of the SOW to a Korean vendor. Regional Contracting Office - Osan Air Base (RCO-OSAN) received a supply purchase requirement from 51st Material Support Group (MSG) to procure the listed equipment in the purchase description, Attachment# 1. For the details, please see the attached solicitation (SF1449) for this requirement and Attachment #1. The question due is by 05:00 PM on 23 August 2024 in Korean Standard Time. The offer due is by 05:00 PM on 7 September 2024 in Korean Standard Time. NOTICE TO OFFERORS All sources may submit a proposal as applicable. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), precludes the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement. All sources submitting a proposal, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea, must submit adequate verification in its initial proposal - that it has the requisite business licenses directly from the ROK Government to perform the contract and the capacity to conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. If an initial proposal does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization, and capacity shall be determined by the Contracting Officer. "All offerors interested in competing for this requirement are required to submit their price proposal in Korean Won (KRW) only. A proposal submitted in currency other than Korean Won will not be considered for award."
