SOURCES SOUGHT W90BRJ-22-RFI-1001- CUSTODIAL SERVICES OFFICE OF PROGRAM MANAGEMENT – SAUDI ARABIAN NATIONAL GUARD The Office of Program Management – Saudi Arabian National Guard (OPM-SANG) in support of the Saudi Arabian Ministry of National Guard (MNG) is seeking information from interested contractors who could provide Custodial Services for Khashm Al Aan Airbase(KAA); Khashm Al Aan Heliport (KAH); Dirab Airbase (DAA). This is a sources sought announcement only. No awards will be made from the responses tot his notice. Participation in this procurement will be restricted to 100% Saudi owned companies registered under the laws of Saudi Arabia firms, per the terms of the International Agreement between the United States and the KSA. The Statutory Authority for this limited competition is: 10 U.S.C 2304(c)(4) as implemented by the Federal Acquisition Regulations (FAR) 6.302-4-International Agreement, Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-4 International Agreement and Army Federal Acquisition Regulation Supplement (AFARS) 5106.302-4. This Government anticipated this effort to be a Commercial Firm Fixed Price (FFP) contract with a one-year base period and four (4) one-year options periods. The following criteria will apply: As part of its response, the potential offer must certify that at the time of response submission, time of offer submission and throughout the term of the contract: As part of its response, all potential offerors must certify that at the time of response submission, time of offer submission and throughout the term of the contract it is, and shall remain, a 100% Saudi owned company registered under the laws of Saudi Arabia More than 50 percent of the potential offeror’s equity, defined as the entire capital of the company, is, and shall continue to be, owned by KSA individuals or legal entities; and Non-KSA individuals or entities do not, and shall not, have a decisive influence over the potential offeror. As part of its submission, a potential offeror must present a letter from a KSA bank certifying banking service. Additionally, to implement the KSA MNG custodial services contract in a manner that accords maximum mutual benefit, the U.S. Department of Defense will award the contract to the source providing the best overall value, rather than as a Lowest Price Technically Acceptable source selection, thus fully accounting for the benefits of local expertise and knowledge and other non-monetary benefits in the competition. As part of the best-value analysis, the process for the forthcoming competition will include a non-price factor competitive enhancement for an offeror that is registered as a KSA source as well as the contractor’s physical presence in the Kingdom, including management presence. The contract itself, as supported by market research, will include a combination of requirements, incentives, and/or evaluation factors to fulfill the mission, including positive and inclusive relations with the people and business community of KSA, in the spirit of the agreement between the Government of the United States of America and the Government of the KSA. Examples include, but are not limited to: The contractor’s physical presence in the KSA, including management presence, necessary to interface effectively with the OPM-SANG, the business community of KSA, and other entities to meet the contract targets, including the labor targets. Target metrics for employing KSA residents. Targets for measurable increases in KSA workers’ participation over the contract period. Contractor outreach efforts to employ KSA workers to the greatest extent possible, including for placement of apprentices and trainees and for older adult placement. Non-KSA firms interested in subcontracting or joint ventures opportunities are encouraged to contact potential KSA prime contractors that may be interested in participating in this requirement. 5. This is a sources sought announcement only, and is not a solicitation or request for a proposal. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the OPM-SANG nor the KSA to issue a solicitation. All eligible and interested firms are encouraged to respond to this notice with the following: Name of the firm, point of contact, phone number, email address. Your company’s certification that it is a 100% Saudi owned company registered under the laws of Saudi Arabia. A narrative regarding a thorough review of the DRAFT Performance Work Statement attached to this sources sought announcement and any questions/concerns that need to be addressed/discussed or suggestions to improve the Performance Work Statement to meet the KSA’s overall needs based on your evaluation of the Performance Work Statement. Would a site visit the KSA MNG performance locations give your firm a more likelihood of responding to any future solicitation? What additional information or engagement would you like the government to provide to assist in better understanding the requirements? Other areas/information that industry may wish the OPM-SANG to provide. A narrative on firms’ experience (whether as a prime contractor or subcontractor) in providing products/services as identified in the DRAFT Performance Work Statement in the previous three (3) years with similar requirements. Include project title, facility location and agency, period of performance, scope of work, total dollar value, complexity, point of contact, etc. that will facilitate OPM-SANG making a capability determination. Any potential future contract to be awarded will require the price contractor to concurrently manage multiple facilities at different sites across the KSA. Therefore, demonstration of your firm’s capabilities in managing multiple sites/locations is requested All interested and capable offerors with the knowledge, skills, interest, and capability to perform the attached DRAFT PWS are encouraged to reply to this Sources Sought Announcement. Responses shall be no longer than 15 total pages; information such as brochures and other industry information will be included in the 15-page limitation. It is recommended that the submitted information be related directed to this potential requirement.
